JOB TITLE:

JOB ASSIGNMENT:

  • SCIU Special Education

ORGANIZATIONAL RELATIONSHIP:

  • The evaluator reports directly to the Assistant Director of Special Education, or in their absence, to the Director of Special Education.

JOB DEFINITION:

  • The Supervisor of Special Education provides leadership and oversight for programs and staff serving children within the Early Intervention program and school-age special education services within the Maple Avenue Campus, and other IU29 programs as assigned. In collaboration with the Assistant Director of Special Education, provide appropriate administration of educational programs, projects, and services for students in accordance with state, federal, and local mandates while collaborating with local agencies, preschool programs, and school districts.

 

NON-ESSENTIAL DUTIES AND RESPONSIBILITIES:

  2. Assist with supervision, leadership, and daily operational oversight for Early Intervention, school-age programs within the Maple Avenue Campus and other IU29 locations as
  3. Assist in the coordination, facilitation, and monitoring of the implementation of programs and services in compliance with federal, state, and local regulations and requirements.
  4. Monitor instructional quality, assessment practices, and service delivery to ensure compliance with IDEA, Chapter 14, and OCDEL regulations.
  5. Participate in the planning, coordination, and evaluation of programs to promote effective instructional practices and student growth.
  6. Assist with the development and implementation of IU29 program goals, policies, and improvement plans.
  7. Support curriculum, assessment, and instructional initiatives aligned with best practices and OCDEL standards.
  8. Supervise assigned professional and paraprofessional staff, ensuring adherence to IU29 policies and PDE requirements.
  9. Conduct staff evaluations in accordance with the IU29 Board Policy on Evaluation of Professional Personnel.
  10. Provide coaching, mentoring, and feedback to promote continuous professional
  11. Oversee staff schedules, caseloads, and workloads to ensure effective and equitable service
  12. Ensure staff compliance with documentation timelines and data accuracy in systems such as PELICAN and other IU29 platforms.
  13. Monitor completion and submission of ERs, IEPs, progress reports, and other compliance
  14. Prepare reports and correspondence for OCDEL, PDE, and IU29 administration as
  15. Maintain confidentiality and ensure ethical standards in all professional
  16. Serve as an IU29 representative for Early Intervention and school-age IEP meetings, transition conferences, and multidisciplinary team activities.
  17. Establish and maintain effective communication with families, districts, and community service agencies.
  18. Support family engagement, provide culturally responsive practices, and coordinate interpreter and translation services as needed.
  19. Plan, coordinate, and facilitate professional development opportunities aligned with state initiatives and program goals.
  20. Attend PDE, OCDEL, and IU29 leadership meetings, conferences, and trainings to remain current on regulatory and best-practice updates.
  21. Support the development of staff knowledge and skill through coaching, modeling, and professional learning.
  22. Provide for the completion and submission of all federal, state, and local reports concerned with special education and student instructional and social services.
  23. Collaborate with all IU offices to communicate information, initiatives, and legal information with unity of purpose to school districts and agencies.
  24. Performs other related duties as assigned by the Assistant Director of Special Education or the Director of Special Education.

EDUCATION, EXPERIENCE AND SKILLS REQUIRED:

  1. Advanced degree in special education or related
  2. Valid Pennsylvania Certification as Supervisor of Special Education or
  3. Minimum of five (5) years teaching experience in Preferably to have working knowledge in the areas of special education, school-age programs, early childhood, and mental health services.
  4. Knowledge of Special Education regulations is
  5. Excellent communication and interpersonal skills, ability to cope with stressful situations, ability to complete extensive paperwork within timelines and the ability to accept great cultural diversity is required.
  6. Ability to supervise and work effectively and cooperatively with administration, parents, professional, and non-professional staff.

 ADDITIONAL ELIGIBILITY QUALIFICATIONS:

  • Current, approved Act 34 (PA State Police), Act 151 (PA Child Abuse Registry) and Act 114-FBI Fingerprint clearances are required and must be renewed at appropriate, specific intervals pursuant to Act 153 of 2014 (revised Act 15 of 2015).
  • Current, approved Act 126 Mandated Reporter Training certificate showing completion of a minimum of three (3) hours training every five (5) years.

PROFESSIONAL DEVELOPMENT REQUIREMENTS:

  1. Obtain permanent certification within the necessary
  2. Accumulate Act 48 hours within the necessary
  3. Attend training seminars and in-service programs identified as important to the operation of the instructional program.
  4. Continued training in First Aid and CPR are
  5. In accordance with PA Chapter 133, staff will participate in training regarding behavior prevention, de-escalation, and/or safe physical management techniques.

PHYSICAL REQUIREMENTS:

This is an active position requiring the ability to stoop, kneel, crouch, crawl, reach, stand, walk, and have the ability to lift and/or move objects up to 50 lbs.; verbal and hearing skills to effectively communicate; visual acuity to oversee projects, and make observations. Work is done mainly indoors but could include outside tasks.

TIME AND SITE REQUIREMENTS:

  1. This is a full-time position based on a 240-day, 12-month work The specific work hours, daily schedule, and work year shall align with those established for the employee’s representative group as outlined in the applicable agreement or administrative guidelines. Adjustments to the work schedule may occasionally be required to meet program or organizational needs. Attendance at work is a requirement of this position; any and all absences must be approved by the immediate supervisor.
  2. Must have transportation to work.
  3. Must be able to arrive at various locations on schedule over a wide geographic.
