The City of Seattle is seeking candidates for a Senior Project Manager (IT Professional-A) to join the Portfolio, Product & Project Management Division within Seattle Information Technology (Seattle IT). As a Senior Project Manager, you will lead large-scale, high-impact, and complex technology projects that span multiple departments and stakeholders. These projects may include mission-critical systems that support public safety, utilities, citywide infrastructure modernization, and enterprise technology platforms. Your work will directly enhance how Seattle delivers essential services to more than 700,000 residents.

Position Duties
As a Senior Project Manager in the Portfolio, Product & Project Management Division, you will use your leadership skills and years of experience to lead complex, cross-functional, medium to large-scale projects that deliver value to City departments and residents. You will oversee technology implementation and modernization efforts using both traditional project management and agile product delivery practices. Project durations range from under twelve months to multi-year efforts, supporting initiatives that span enterprise software implementations, new digital products, and infrastructure projects.
You will be accountable for full lifecycle delivery, from initiation through stabilization and transition to operations, ensuring alignment with Citywide governance and division portfolio standards.
KEY RESPONSIBILITIES:- Lead large, complex technology or product initiatives from initiation, planning, execution, Go-Live and Closeout.
- Deliver the full project or product scope on time, within budget, and with measurable business outcomes.
- Build client relationships in project planning and execution, leading to improved outcomes.
- Apply hybrid project and product management skills to direct cross-functional teams, vendors, consultants, and project teams.
- Develop comprehensive project plans, work breakdown structures, coordinate multiple portfolio project schedules, and resource plans.
- Implement and maintain risk, issue, and decision logs per governance standards.
- Strong vendor management, including RFPs, contract negotiations, and deliverable tracking.
- Develop and maintain budgets, forecasts, and procurement plans in compliance with financial standards.
- Facilitate collaboration across all stakeholders, including Business, Product Teams, Enterprise Architecture, Security, Risk & Compliance, and Privacy.
- Conduct steering committee meetings, provide regular status reporting and ensure business readiness for launches and go-lives.
- Ensure requirements traceability, operational handoffs, and lessons learned documented, and project closeout activities are complete.
- Incorporate change management and stakeholder engagement strategies to ensure adoption and sustainability.
- Mentorship in project management methodologies and best practice guidance.
- Manage projects proactively enabling efficiencies while optimizing total cost of ownership.

Minimum Qualifications
NOTE: Equivalent combinations of education and experience will be considered for the required qualifications except where specifically noted.
Required Qualifications:
- Minimum of five (5) years of experience managing large, complex projects or digital product initiatives.
- Proven success delivering projects using both Agile and Waterfall methodologies.
- Experience managing budgets over $1 million, including vendor and labor costs.
- Experience in procurement activities, for example developing and managing RFPs, vendor contracts, and Statements of Work (SOWs).
- Strong communication skills with the ability to influence and engage executives, business partners, and technical teams.
- Proficiency in Microsoft Project, SharePoint, Office 365, and collaboration tools (e.g., Teams, Jira, Confluence).
- Strong analytical, organizational, and problem-solving skills.
- Experience working in matrixed environments and stakeholder management.
- Bachelor’s or advanced degree in Information Systems, Business Administration, Product Management, or related field.
- Project Management Professional (PMP), Certified Scrum Master (CSM), or equivalent certification.
- Background in organizational change management within large technology initiatives.
- Familiarity with portfolio management and governance frameworks
- Strong understanding of emerging technologies, including Artificial Intelligence (AI), automation, and data analytics.
- Ability to assess and integrate AI-driven tools into project delivery to enhance efficiency, quality, and decision-making.
- Ability to work occasional non-business hours.
- Some travel to offsite or remote City facilities may be required.
- Current Washington State driver's license or evidence of equivalent mobility.
Other Qualifications
Salary Range: The full salary range for this position is $60.10 - $90.16 per hour. The salary for this position has been identified as up to $85.00 per hour.

Workplace Environment (Telework Expectation): This position offers the flexibility of a hybrid work schedule. At this time, hybrid schedules require at least three days onsite per week. Individual schedules are determined by operational needs.
