We are seeking a Cost Estimator to work closely with our operations, finance and business development teams. This position will be responsible for calculating and implementing costing standards and procedures to support all service offerings in all jurisdictions across the United States. This position will be responsible for preparing cost estimates as well as any proposal content related to costing necessary to respond to Requests for Information (RFI), Requests for Proposal (RFP), and bids off RFP/RFI’s. and that are compliant with contractual requirements set forth by potential customers. Additionally, the Cost Estimator will monitor and analyze current client accounts in regard to revenue forecasting, margin analysis. This position will report to the Cost Estimating Manager.
Job Responsibilities
- Monitors/evaluates current and new account budgets, with emphasis on the management of overhead, labor, materials, out-of-scope change management and service contract expenses in order to achieve financial objectives.
- Responsible for analyzing all relevant collective bargaining agreements (CBA’s) and updating cost templates with appropriate cost escalations in a timely manner.
- Remains knowledgeable about the labor market, collective bargaining agreements and guidelines, especially in regards to how market changes will impact project forecasting and costs.
- Responsible for linking multiple files in excel in addition to any and all program modifications into costing spreadsheets.
- Create and modify tables for various insurance and payroll tax rates and sales tax rates for various states and classifications of workers and services.
- Ability to develop “what if” scenarios and to articulate in executive summary form the critical assumptions and salient points for discussion with team members, customers, and prospective customers.
- Ability to manage project tasks, timelines and objectives to gain a positive outcome. Assists to develop and provide annual budgets and forecasts for current and new accounts in collaboration with operations management and the finance department.
- Develops and advises on cost containment/reduction activities among accounts when necessary.
- Understands staffing resources and necessary skill levels for all account locations, to determine optimum levels for accounts, interfacing with the Senior Vice President of Operations for each account.
- Plays a vital role in Business Development activities to help generate new clients, including but not limited to:
- Responsible for preparing responses for Requests for Proposals (RFP) and Requests for Information (RFI)

- Site Strategies
- Customer Presentations
- Demonstrates excellent interpersonal, communication and customer service skills, being able to work effectively with all levels of employees.
- Participates on bid walk tours and presentations when required
- Establishes and maintains the confidence and respect of the Executive Leadership Team, Operations Managers, Area Managers, Account Managers, site personnel, and customers.
- Performs ad hoc assignments and projects as needed or as requested by the senior executive leadership team.
Position Requirements
- Bachelor’s degree required
- Minimum of four years’ experience in a financial role is preffered
- Previous analytical and project coordinator/manager background preferred
- Highly proficient with Microsoft Office Suite Products (Outlook, Word, Excel), Advanced skills are a must in Excel
- Extremely detail oriented and organized with a track record of working at a high level of accuracy and fast pace
- Ability to work under pressure and to adhere to strict deadlines
- Proven record to multitask and meet deadlines, weekly
- Highly developed analytical and quantitative skills
- Heightened understanding of cost association and a willingness to perform research when necessary in relation to cost
- Ability to create and perform quick financial analysis and comparison reports/charts for executive leadership audience
- Excellent written and oral communication skills
- Possession of a “can do” attitude and willingness to adjust his/her schedule to meet deadlines and make last minute adjustments to pricing/ costing models
- Team oriented
- Well-developed problem solving and customer service skills as well as demonstrated project management abilities
