THE POSITION: The Airport Operations Aide position is assigned to the Aviation Department and provides a variety of emergency and routine tasks associated with traffic and parking enforcement, access control, landside, and non-secure area monitoring and inspection functions, operations functions, and other aviation activities; and provides responsible staff assistance to the Airport Operations and Airport Security divisions.

Position Duties

Essential and other important responsibilities and duties may include, but are not limited to, the following:
 
Essential Functions:

  • Provide assistance, directions, and customer service to the traveling public and stakeholders; patrol, control and enforce curbside traffic, airport roadways, parking lots, passenger loading/unloading zones, and for-hire and other commercial vehicle codes and regulations; issue violation citations.
  • Remain vigilant and visible at an assigned location and patrol designated landside and non-secured areas of the airport, report hazards, unsafe conditions, unattended baggage, and suspicious situations, and participate in vehicle safety inspections of ground transportation vehicles.
  • Conduct routine inspections and patrols of landside, non-secured and surrounding areas; ensure compliance with applicable rules and regulations; respond to violations.
  • Provide assistance in response to a variety of situations including but not limited to Security Access Control System (SACS) violations in the terminal facilities and take appropriate enforcement action.
  • Respond to emergencies; initiate airport emergency operations and response; assist with emergency services and communications; security calls, and automobile accidents on airport property; assess situation, request help, and control scene until arrival of proper authority. 
  • Operate radios, cell phones, hand-held citation electronic devices, and microcomputer databases to enter and retrieve data and information; operate vehicles; conduct monthly inventory of all assigned equipment; determine the operating status of equipment.
  • Provide staff assistance to the Airport Operations Manager, Airport Operations supervisor, and Airport Security Supervisor; perform operational and security duties in support of the department.
  • Manage taxi dispatching, and commercial vehicle policy enforcement; and resolve ground transportation drivers, customers, and customer service representative conflicts.
  • Provide public parking duties such as but not limited to; receiving parking tickets from patrons, calculate and collect appropriate fees using a parking revenue control system; makes reports of discrepancies. 
  • Following established procedures, handles unusual transactions such as insufficient funds, mutilated, blank, unreadable, or lost tickets, complimentary or non-revenue transactions, stolen or void tickets and similar situations. 
  • Records the license number of vehicles leaving the facility using a hand-held computer or with an LPR system; surveys and records licenses of vehicles remaining in the facility on a specified shift. 
  • Resolves conflicts and handles unusual situations. Issue notices of infractions to illegally parked vehicles; remove abandoned vehicles from airport property.
  • Patrol parking facilities on foot and/or in a vehicle to provide enhanced security, deter vehicle break-ins or vandalism, and to assist patrons. 
  • Direct traffic in and out of parking areas to relieve congestion; may handle overflow parking to resolve airport capacity constraints.
  • Provide customer shuttling to parking areas as assigned.
  • Retrieve and return airport owned luggage carts left throughout commercial lane and parking lot areas.
Marginal Functions:
  • Represent the Department of Aviation to other divisions, departments, and outside agencies.
  • Provide escort services as assigned.
  • Perform related duties and responsibilities as assigned.

Minimum Qualifications

Minimum requirements must be clearly demonstrated on the application to be considered, however, meeting the minimum requirements does not guarantee an invitation to compete further in the selection process. Experience requirements must be demonstrated in the “Work Experience” section of the application, other sections of the application will not be used to determine experience qualifications. (One year of work experience is the equivalent of 12 months of full-time work. “Full-time work” means at least 36 hours of work over a period of one week or 1,872 hours of work over a period of at least 12months.) Qualifications noted as “desirable” or “preferred” are not included as part of the minimum requirements. 

Experience:

  • One (1) year of work experience involving considerable public contact is required. 
  • Aviation experience or work experience at the Palm Springs International Airport is preferred. 
Training:
  • High School diploma or equivalent is required. 
  • Additional specialized training in airport operations, communications, or a related field is preferred.
License or Certificates:
  • Possession of, or ability to obtain, an appropriate valid California driver’s license with a satisfactory driving record (a driving record may be deemed unsatisfactory for any of the following reasons: three or more moving violations or reportable accident within the last three years; conviction of driving under the influence within the last five years) is required.
  • Possession of, or ability to obtain, a valid C.P.R. Certificate is required.
  • Possession of, or ability to obtain, a Security Identification Display Area (SIDA) Badge, which is approved through the Federal Transportation Security Administration (TSA) is required. 
Special Requirements:
  • Incumbents are enrolled in the California Department of Motor Vehicle (DMV) Pull Notice Program.  The DMV Pull Notice Program provides information on the incumbent's driving record and driving record status on a periodic basis to the City.
  • Must be willing and able to work various hours including mornings, evenings,  weekends and holidays.
  • Incumbent must successfully complete, or have completed, the necessary pre-employment/placement background investigation, physical, and drug screen.

Environmental Conditions:
Airport environment with exposure to extreme weather, computer screens, heat, noise, dust, grease, smoke, fumes, gases, and potentially dangerous situations.
 
Physical Conditions:
Essential and marginal functions may require maintaining physical condition necessary for standing and walking for an extended period of time, with little to no sitting; talk and/or hear, in person and by telephone; use hands to finger, handle, feel, or operate standard computer and operations equipment; specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus; specific hearing abilities required by this job include the ability to identify and make distinctions in sound ability to stand, walk, kneel, crouch down, stoop, crawl, twist, climb; ability to use safe lifting techniques to occasionally lift, carry, push, and pull 50-pound objects.
