International Cooperation (Senior) Project Officer (Técnico/a de Proyecto) – Xcalibur Foundation

Established in April 2021, the Foundation brings together its parent company, collaborators, and patrons who are actively engaged in social and educational initiatives, particularly benefiting children, youth, and women.
Purpose of the Position
As a Senior Project Officer at Xcalibur Foundation, you will play a pivotal role in the design, implementation, and monitoring of international cooperation projects, ensuring alignment with the Foundation’s mission and strategic objectives.
Supervision and Coordination
Under the supervision of the Programme Director and/or Programme Manager(s), the Senior Project Officer is responsible for ensuring the effective implementation of projects, impact monitoring, stakeholder coordination, project communication, and fundraising within their area of responsibility.
Principal Areas of Responsibility
General Duties
- Development of project documentation (logical frameworks, budgets, planning, etc.).
- Implementation, monitoring, and evaluation (M&E) of project activities.
- Administrative management of projects (HR, finance, MoUs, and contracts).
- Contribution to communication strategy and content development, in collaboration with the Communication Coordinator and Programme Managers.
- Identification and acquisition of public and private funding for project financing.
Specific Responsibilities and Tasks

- Project Development and Documentation
- Actively participates in defining the action strategy for the country(ies) under his/her responsibility, and attends key meetings with relevant stakeholders.
- Participates in the design and development of new projects within the assigned country(ies).
- Responsible for drafting and consolidating all project documentation, including diagnosis and evaluation reports, concept notes, project definition forms, budgets, financial documents, and HR-related materials.
- Identifies and secures public and private funding opportunities, prepares project proposals, and ensures timely submission within established deadlines.
- Project Implementation, Monitoring, and Evaluation (M&E)
- Ensures close follow-up and proper implementation of project activities in line with approved plans.
- Regularly updates project action plans based on progress and contextual changes.
- Develops or adapts M&E plans and tools for each project to ensure systematic evaluation of results and impacts.
- Collects, verifies, and analyses data to inform M&E processes and measure project performance.
- Plans and leads regular coordination meetings with project teams, implementing partners, donors, and stakeholders to ensure smooth communication and effective project follow-up.
- Administrative and Financial Management
- Oversees financial planning and monitoring for assigned projects, including accounting follow-up, cash flow updates, and bank transfer scheduling.
- Prepares HR documentation aligned with project design (job descriptions, organisational charts, etc.) in collaboration with Programme Managers.
- Ensures exhaustive control and justification of expenditures in compliance with donor and institutional guidelines.
- Drafts and manages contracts, MoUs, and other legal or operational documents to ensure proper stakeholder engagement.
- Communication and Visibility
- Collaborates with the Communication Coordinator in defining and executing communication strategies related to assigned projects.
- Contributes to the creation and dissemination of communication materials (social media, website, and other marketing tools) to enhance project visibility and stakeholder engagement.
Qualifications and Experience
- Education: Bachelor’s degree in International Studies, Business Administration, Project Management, Development Cooperation, Public Management, or related fields.
- Experience: Minimum of 3 years in similar positions within international development or cooperation projects.
Skills and Competencies

Language Requirements
Fluency in English and Portuguese or French is essential.
