POSITION:                               Chief of Student Services

 

LOCATION:                              Centrally-Based

 

PAY:                                          Administrator Salary Schedule            

 

TERM OF EMPLOYMENT:           12 Months

 

REPORTS TO:                            Superintendent

 

OVERSEES:  Executive Director, Directors, Coordinators, and Staff within Student Services, including Student Discipline, Dropout Prevention, Athletics, Driver Education, School Social Workers, School Nurses, and School Counselors

 

 

JOB SUMMARY: The Chief of Student Services provides strategic leadership, direction, and support for programs and initiatives that promote the academic success, health, safety, and well-being of all students. This position ensures alignment between district goals and student support services, fostering an inclusive and supportive learning environment where every student can thrive.

 

 

QUALIFICATIONS:  

  • Must have a North Carolina Professional Educator's license for School Administration-Principal, Curriculum Instructional Specialist, or Program Administrator.
  • Master’s degree in Education, Educational Leadership, School Counseling, Social Work, or a related field (Doctorate preferred).
  • Minimum of five (5) years of progressively responsible administrative experience in public education. School level administration experience required.
  • Demonstrated leadership experience in student services or related areas. 
  • Strong interpersonal, communication, and problem-solving skills.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Deep understanding of student development, mental health, and social-emotional learning.
  • Knowledge of state and federal education laws and policies related to student services and discipline.
  • Ability to lead cross-functional teams and collaborate effectively across departments.
  • Skill in data-driven decision-making and program evaluation.

 

DUTIES AND RESPONSIBILITIES:

 

Leadership and Oversight

  • Provide administrative leadership and supervision of all Student Services programs including student discipline, dropout prevention, athletics, driver education, school social work, nursing, and counseling services.
  • Develop and implement policies and procedures that ensure compliance with federal, state, and local laws related to student services, discipline, and wellness.
  • Lead the district’s efforts to promote safe, orderly, and supportive school environments.
  • Coordinate services among departments to provide comprehensive supports for students and families.
  • Supervise and evaluate assigned staff and department heads.

 

Student Support and Intervention

  • Oversee the development and implementation of effective student discipline systems emphasizing prevention, intervention, and restorative practices.
  • Direct dropout prevention programs and initiatives designed to increase student engagement, attendance, and graduation rates.
  • Support principals and school teams in managing student behavior and implementing appropriate interventions.
  • Coordinate crisis response and student assistance programs.

 

Health, Wellness, and Counseling

  • Provide oversight and guidance to the district’s school health services, counseling programs, and social work services.
  • Ensure students have access to appropriate mental health and wellness supports.
  • Develop partnerships with community agencies to expand support networks for students and families.

 

Athletics and Driver Education

  • Supervise district athletics programs to ensure compliance with state and local regulations and alignment with district values of sportsmanship.
  • Oversee the Driver Education program to ensure safety, quality instruction, and accessibility for all eligible students.

 

Planning and Evaluation

  • Collect, analyze, and report data related to student discipline, attendance, and support services to inform program improvements.
  • Prepare and manage budgets for Student Services programs.
  • Serve as a key member of the district leadership team contributing to strategic planning and decision-making.

 

Communication and Collaboration

  • Serve as a liaison among schools, families, and community organizations to coordinate student support services.
  • Communicate regularly with principals and staff regarding student support initiatives and updates.
  • Represent the district at meetings, community events, and professional conferences.

 

ADDITIONAL JOB FUNCTIONS:

  • Attends meetings and participates in Johnston County Public Schools related activities at the request of the Superintendent.
  • Initiates the implementation of Superintendent’s directives.
  • Other duties as assigned.
