About the Department

Support of Business Tax Receipt services provided by the City Clerk’s office and administer the City’s Business Tax Receipt inspection program.

Position Duties

  • Administer inspection program for both City and Seminole County within the City on a regular basis to ensure businesses are in compliance.   
  • Enforce City Code of Ordinances by issuing Civil Citations, Courtesy Notices of Code Violation and Notices of Code Violation. Recommend procedures for compliance, and request hearings before the Code Enforcement Board, if necessary.  Attend board meetings and provide sworn testimony, if needed.
  • Investigate business listings for businesses not possessing a valid Business Tax Receipt (fictitious name ads, Seminole County Occupational License listings, Chamber of Commerce membership listings, etc.).
  • Receive and investigate complaints from the public and staff regarding untaxed activities.  
  • Assist in reporting delinquent accounts to collection agency.  
  • Serve as back up to the Deputy City Clerk in preparation of monthly reports that are sent to Seminole County.
  • Answer inquires and requests regarding Business Tax Receipts, Open Air Sales, Solicitor’s and Special Events Permits from the general public and business community.  Explain and interpret City, County and State Business Tax Receipt policies and procedures.
  • Receive and verify accuracy of all Business Tax Receipt applications for new businesses, renewals, and transfers of ownership or address and determine correct penalties, classifications and fees for both City and Seminole County receipts. Obtain zoning approval and notify Building/Life Safety of inspection requirements. Follow up on past due invoices and non-renewed businesses.
  • Verify licenses for all businesses that are regulated by the state or federal government and verify corporation and/or fictitious name registrations prior to issuance or renewal of a Business Tax Receipt.
  • Complete processing and documentation of all transactions using the enterprise software computer system.
  • Receive and balance daily cash receipts by using the enterprise software computer system and complete associated paperwork for transfer of money to Finance Department.
  • Perform numerous essential record-keeping duties to organize and maintain department information and filing systems.  
  • Issue various permits for Open Air Sales, Solicitors and Special Events.
  • Assist in the review and modification of City ordinances pertaining to Local Business Tax Receipts.
  • Assist in the development of new and/or revised procedures to simplify and improve forms and services rendered.
  • Prepare, distribute and file notices, various letters and memos.
  • Perform Notary Public duties for Department.
  • Perform additional duties as required. Be available for emergency call-outs.
  • Act as mail courier for the City.  Must be able to lift and carry 40-pound mail baskets.  Distribute/sort all mail received on a daily basis.  Process all first- and third-class mail; pre-sort first class, bulk, express and special services mail.  Drive to and from Post Office and various City work locations.
  • Complete required trainings as specified within the City’s Comprehensive Emergency Management Plan.
  • In the event of an emergency, all employees are considered essential and may be required to perform duties outside of their normal job description.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

  • Two (2) years office and customer service experience.
  • Demonstrate proficiency using Microsoft Word and Excel software.
  • High School Diploma or G.E.D.
  • Valid driver license.  Must obtain a Florida driver license within thirty (30) days of employment.

PREFERABLE QUALIFICATIONS:

  • Mail processing experience.
  • Experience in the issuance of Business Tax Receipt operations.
  • Certified Business Tax Official (CBTO).  (Must complete within three (3) years of employment).
  • Florida Notary Public Commission (must obtain within sixty (60) days of employment).
  • Ability to converse in both Spanish and English
  • Willingness to adopt AI and emerging technologies.

Applicants will be required to complete a Disclosure & Authorization Regarding Background Investigation, a Confidentiality Agreement and a criminal background screening

Driving history for the past three (3) years must reflect no violations of a driving related offense, or driving under the influence (DUI) which includes both drugs and alcohol, reckless driving, or hit and run involving an occupied vehicle or attended property, or an accumulation of traffic violations, plus three (3) points for each attendance at driving school (regardless of whether points were assessed against the license) where the penalty points do not exceed twelve (12).
