LaBella Associates seeks a collaborative, diplomatic, and forward-thinking leader with a passion for driving positive environmental and community change in and beyond New York City to serve as a Senior Technical Advisor based in our Brooklyn, NY office.

The Technical Advisor will drive the strategic direction and policy initiatives related to solid waste management, brownfield remediation, land use, and urban sustainability in New York City. This role requires an experienced professional with a deep understanding of the city's complex regulatory landscape, strong technical expertise, and a proven track record of finding innovative solutions to challenging environmental problems. The ideal candidate will help LaBella develop new business in the public and private sectors by acting as a liaison between government regulatory agencies and private industry, helping us more deeply understand the needs and perspectives of City and State agencies, identifying and developing relationships with new strategic partners, and playing a key role in helping LaBella winning term contracts with City and State agencies.

Duties:

  • Strategic advisory: Provide expert technical and regulatory guidance to clients, partners, and internal teams on complex environmental remediation, compliance, and waste management projects in NYC and beyond.
  • Business development: Perform market analysis activities to direct and support the development of new business in new and existing markets and in both the public and private sectors. Utilize network to develop opportunities, writing/championing proposals, leveraging/building relationships with City and State agencies with the goal of obtaining term contracts Attend networking and after-hour events
  • Though leadership: Act as an influential advocate for new policy initiatives by author professional articles / white papers, preparing and delivering persuasive briefings, presentations, and written reports to senior city officials, elected leaders, and the public, and engage in public speaking to enhance the company's reputation and visibility as a leader in the field.
  • Public and stakeholder engagement: Represent the organization in high-profile forums and public meetings. Educate and build consensus among stakeholders, including government officials, industry leaders, and community groups.
  • Innovation and problem-solving: Identify and develop creative, high-impact solutions for the remediation of contaminated sites and the management of urban solid waste. Lead initiatives that challenge existing paradigms and incorporate new technologies and methodologies.
  • Inter-agency collaboration: Facilitate productive interactions between regulatory agencies and project teams to streamline processes, resolve issues, and align on project goals.
  • Policy and regulatory leadership: Serve as a thought leader on solid waste and brownfield policies in and beyond New York City, engaging with city and state regulatory bodies, including the Department of Sanitation (DSNY) and the Department of Environmental Conservation (NYSDEC), to support and influence new initiatives.
  • Mentoring: Identify opportunities for mentoring of junior staff on technical and regulatory matters including sharing knowledge of the role, function, and perspective of City agencies and their relationship with the private sector.

The position may require occasional overnight travel.

Requirements

  • Experience: 15+ years of progressive leadership experience in New York City environmental governance, with a significant portion at the director or chief level within city or state regulatory agencies.
  • NYC regulatory expertise: Extensive and proven experience working with the NYC Department of Sanitation (DSNY), the Mayor's Office of Environmental Remediation (OER), the NYS Department of Environmental Conservation (NYSDEC); the NYC Department of Environmental Protection (DEP), and the NYC Department of City Planning (DCP).”
  • Subject matter expertise: In-depth knowledge of NYC and NYS regulations regarding solid waste, hazardous waste, materials recycling and re-use, and brownfield cleanup programs (e.g., NYC VCP, NYS BCP, Part 360, BUDs), and knowledge of the City Environmental Quality Review (CEQR) process and its implementation mechanisms related to hazardous materials (E-Designations, Restrictive Declarations).
  • Policy and technical background: A successful track record of developing and implementing complex environmental policies and translating technical findings into effective strategy.
  • Educational background: Advanced degree in Environmental Science, Public Policy, Engineering, or a related field (Ph.D. preferred).
  • Demonstrated impact: Proven history of founding or directing impactful programs that have substantially contributed to the city's environmental remediation and sustainability goals.

Skills:

  • Exceptional verbal and written communication, negotiation, and presentation skills.
  • Proven ability to build and manage relationships with diverse stakeholders, including government officials, private sector partners, and community groups.
  • Strong analytical, research, and problem-solving abilities.
  • Demonstrated experience translating complex technical and regulatory information into clear, compelling recommendations.

The specific salary offered may be influenced by a variety of factors including but not limited to the candidate's relevant experience, education, and work location.  As this position may be part-time, we assume a pro-rated annual salary of $275-350K.
