The Traffic Operations Markings Crew Leader performs skilled work in the operation of markings equipment and materials. This position works under the general direction of the Foreman and Manager, participating in the crew's daily work and leading the crew in the division's daily operations.
Position Duties
- Perform the layout and installation of pavement markings on streets and parking lots using various materials and application equipment.
- Remove traffic markers from the pavement using specialized equipment.
- Ensure that all maintenance and service for markings equipment along with vehicles are completed on time. Collect completed maintenance logs from the technician.
- Ensure all crew members follow safety guidelines, Temporary Traffic Control (TTC) plan procedures, and use proper Personal Protective Equipment (PPE), providing feedback as needed. Report any concerns to Traffic Operations Foreman.
- May be required to work overtime, or alternate hours, as necessary for the efficient operation of the department.
- Oversee that all crew members follow operational procedures for all equipment used in the field.
- Be accountable for all tools and equipment assigned to the job.
- Enter data daily for work in Pub-Works using an iPad.
- Prepare and set up signage for special events, Temporary Traffic Control (TTC), and road closures.
- Operate a forklift.
- Work with the Traffic Operations Foreman to ensure adequate inventory of materials, conducting monthly inventory counts of all marking materials.
- Collaborate with the Traffic Operations Foreman to identify work to be completed throughout Indian River County.
- Train crew members on how to use markings equipment.
- Maintain and fill sandbags as needed.
- Participate in the County’s on-call program.
- Establish and maintain effective working relationships with all staff and the general public.
Minimum Qualifications
Education/Experience:
- High school diploma / GED and two (2) years of working experience in construction, road maintenance, or an equivalent combination of formal education and working experience.
- A minimum of one (1) year supervisory or crew leader experience in construction, road maintenance, or a related field.
Licenses, Certifications, or Registrations:
- Must possess and maintain a valid Florida Class E driver’s license.
- Must possess or obtain within six (6) months of hire, an FDOT-approved Temporary Traffic Control (TTC) Intermediate certification.
- Must possess or obtain within one (1) year of hire, an IMSA Signs and Pavement Markings Technician Level I certification.
- Must possess or obtain within six (6) months of hire, an OSHA forklift safety certification.
Knowledge, Abilities, and Skills:
Demonstrated skill in the use of tools and equipment necessary to perform work.
Ability to relocate to other county locations based on operational needs.
Knowledge of methods, practices, and tools used in roadway striping equipment and operations.
Knowledge of County Standards, Florida Department of Transportation (FDOT) Standards, and the Manual on Uniform Traffic Control Devices (MUTCD).
Knowledge of occupational hazards and safety precautions of the job.
Ability to work with a crew.
Ability to conduct traffic control.
Ability to use pavement marking stencils.
Ability to install traffic control signs, posts, and street signs.
Ability to work under stressful conditions.
Ability to understand and follow written and oral instructions.
Ability to perform work under adverse weather conditions.
Ability to lift up to fifty (50) pounds.
Ability to work with a crew.
Other Qualifications
ENVIRONMENTAL CONDITIONS:
While performing the duties of this job, the employee is regularly required to work outdoors in adverse and extreme weather conditions (heat, humidity, cold, rain, etc.). The employee is frequently exposed to noise, dust, fumes, airborne particles, uneven surfaces, heights, electrical energy, and stressful situations. The noise level in the work environment is usually moderate to loud.
