Position Summary
The Manager Contract Management provides leadership and oversight to the corporate contract management team, identifies and secures contract cost savings opportunities, leads procurement planning efforts for new and replacement contracts, provides for consistent availability of contracts for operational use, ensures validation and payment of invoices, and provides other tactical activities associated with supply chain contract management
Tasks and Responsibilities
- Develop and manage new and existing commodity, software and service contracts for enterprise use
- Oversee contract development, negotiations, & execution trends so that continuous improvement of contract structure & spend is facilitated
- Support category management and procurement strategy to manage materials and services contracts, improve business efficiency, consolidate redundant scopes of work, and leverage economies of scale
- Collaborate regularly with business unit leaders to ensure new contracts are properly scoped, strategic contracting opportunities are realized, and quality procurement documents are developed for use well in advance of their need-by date
- Support Procurement functions including strategic sourcing, initiation of contractual document development, solicitations, and supplier diversity
- Oversee and improve upon contract management functions including proposal evaluations, contractor surveillance, contract administration, and the supplier diversity program
- Ensure the timely and accurate processing of all purchase requisitions with a sense of urgency to achieve a high level of customer service and satisfaction
- Ensure the evaluation, selection, and implementation of system automation and technology solutions
- Participate in the development and negotiation of complex agreements with contractors and suppliers
- Implement strategies which result in best possible costs and pricing based upon Business Unit requirements
- Formulate negotiation strategies
- Assist internal customers to identify and implement business process improvements with existing external contractors and suppliers
- Maintain working knowledge of the latest industry trends, practices and innovations in procurement, contract management and strategic sourcing
- Furnish contract usage analysis and cost data for use in scheduling, planning, budgeting, and other functional activities
- Effectively liaise with contractors, suppliers, customer representatives, and subcontractors to provide efficient, timely and cost-effective execution of contracts.
- Successfully work with Accounts Payable, Legal, Risk, Audit, and any other CPS Energy teams to mitigate risk and process rush procurement and payment requests
- Compliance and support of corporate metrics, such as, local and diverse spend, safety, employee engagement, security, environmental, etc.
- Maintain contract cost commitment strategies and tools that eliminate contract overspend risks
- Maintain controls to prevent services from being rendered without a valid contractual agreement
- Oversee the process for ensuring the validation and verification of all invoices against contract terms and conditions prior to payment
- Actively and consistently focuses on the professional development of direct reports, to include the timely completion of mandatory corporate training. Invest time in frequent 1:1 conversations and an established written/verbal feedback loop
- Ensure organizational compliance with all applicable laws, statutes, policies and procedures
- Quickly escalate to Director Contract Management any issues needing a resolution that cannot be resolved at Manager level
- Performs other duties as assigned
