Job Description:

Overview

To provide high-level maintenance and support services for the City's Geographical Information Systems (GIS) hardware, systems software, applications software, network communications and database. The work contributes to the effectiveness of the City's Information Technology Programs, and their ability to deliver consistently high-quality service to the public.

Essential Functions

  • Consults with users to analyze and determine user information needs and evaluate available application packages.

  • Participates in studies of existing systems to evaluate and recommend alternative information technology approaches to users and determine cost estimates associated with applications.

  • Provides basic guidance and technical advice to users regarding systems criteria and specifications.

  • Converts, transfers, and validates GIS data.

  • Updates GIS databases, maps, website content, and documentation on a regular and as-needed basis.

  • Conducts routine tests and modifies system segments; assists in evaluating and determining adequacy of system in meeting user and data processing requirements.

  • Participates as an active member in project work involving the application of basic systems criteria and the specification, installation and testing of computerized applications.

  • Makes periodic reports to the designated supervisor concerning the status of the City's GIS System.

  • Provides continuous input and analysis on the business application of GIS in other government agencies based on research and surveys.

  • Creates documentation of procedures and processes, metadata, and best practices.

  • Leads the City's GIS steering committee and reports committee information back to supervisor.

  • Produces maps, graphics and charts on a regular and as-needed basis.

  • Performs ESRI system administration as well as necessary SQL administration.

  • The intent of this class description is to provide a representative summary of the types of duties and responsibilities that would be required of classifications given this title and shall not be construed as a declaration of the specific duties and responsibilities of any particular position. Incumbent may be required to perform job-related tasks other than those specifically presented in this job description.

Minimum Qualifications

  • Associate's Degree from an accredited college or university in Geography, Civil Engineering, Computer Science or a related field,

  • Three (3) years of experience in geography, civil engineering or computer science,

  • Or the equivalent in education, training, and experience, which would provide the necessary knowledge, skills and abilities,

  • Must have or be able to obtain FAA Part 107 license regarding UAS operation.

Job Based Competencies

  • Knowledge of standard GIS terminology, methods, practices and techniques.

  • Must be able to develop and plan drone flights in order to develop deliverables including edited videos, 3d point clouds, DSMs, DTMs, and ortho imagery.

  • Ability to research, organize, integrate and extrapolate information from a variety of sources to update the City's GIS system.

  • Ability to read and interpret aerial photographs, maps, deeds and legal descriptions.

  • Knowledge of computerized cartographic/mapping hardware, software, symbols, standards and terminology.

  • Proficient in ESRI software (ArcInfo, ArcSDE, and ArcServer), AutoCAD, SQL, MSAccess, and MSExcel.

  • Knowledge of .NET, or other development environment.

  • Knowledge of Microsoft Silverlight.

  • Strong knowledge of data structures and relational database design.

  • Ability to use statistical analysis to interpret geographic data.

  • Ability to produce informative and cartographically sound maps.

  • Knowledge of data creation and editing best practices.

  • Knowledge of accuracy/precision measurements and implementation with respect to geographic data as well as ability to cite and relay such information.

  • Knowledge of Coordinate Systems and transformations.

  • Ability to document procedures and metadata.

  • Good working knowledge of SQL administration is preferred.

  • Knowledge of basic systems analysis and information technology concepts, and techniques.

  • Ability to prepare flow charts showing system linkage, data movement, resource requirements and document specifications for handling, processing and output preparation for system functions.

  • Knowledge of operating principles of network environments.

  • Ability to make rough estimates of time, cost and materials needed.

  • Ability to communicate effectively and clearly, both orally and in writing, and to prepare and present succinct, coherent and technically accurate reports.

  • Possession of business acumen.

  • Ability to establish and maintain effective working relationships within the Department, with other City departments and officials, and the public.

Responsibility

Under the direction of and responsible to the Department Head or designated representative. Usually no supervision. Will provide guidance, support and training to GIS Technician and act as a project leader as needed.

Physical Requirements

This is light work requiring the exertion of 20 pounds of force occasionally and up to 10 pounds of force frequently. The work requires visual acuity to operate computer equipment and for reviewing, checking, preparing and maintaining written and computer files. Manual dexterity is required operate standard office, data entry, word processing and other computer equipment. Incumbent is required to have sufficient hearing ability to perceive information at normal spoken word levels.

Public Contact

Good interpersonal skills are an important component of the position. Contacts are primarily with City, County, State and other information systems staff. Contact with other cities and municipalities throughout the state may be required. Other public contacts may be required from time to time to explain assigned portions of the operation and functioning of the City's GIS system.
