Overview

Pharmaceutical Research and Manufacturers of America (PhRMA) is seeking a Manager/Senior Manager for its Policy and Research team to support our work in the areas of government price-setting and HTA/value assessment. 

The individual will report to a Vice President of Policy and Research and collaborate closely with staff across the organization and member companies to develop PhRMA policy positions, conduct research, formulate tactics, and support our agenda against government price controls and in support of market-based, evidence-driven alternatives. 

The Manager/Senior Manager will:  

  • Support work across the Policy and Research Department to oppose price controls, including IRA MFP price-setting and proposals such as foreign reference pricing. 
  • Help highlight flaws in current evidence standards and processes, including those used in MFP, QALY-based frameworks such as those used by ICER and others, and ex-U.S. HTA. 
  • Serve as a subject matter specialist on policy and advocacy issues related to generation, evaluation, and use of evidence of clinical and economic value in health care decision-making in the U.S. 
  • Contribute to analysis and recommendations on relevant policy and regulatory proposals (e.g., those that involve CER or CEA data).
  • Support the timely development of policy positions and advocacy materials on relevant issues, including government HTA, ICER, and CEA. 
  • Conceptualize and help manage research projects to build the case against government HTA and price regulation.  
  • Support development of policy and research on health plan use of evidence of clinical and economic value in coverage decisions and benefit and formulary design.
  • Plan, support and contribute to policy workgroups including the Evidence and Value work group. 
  • Coordinate activity across PhRMA to ensure communication and input from all relevant internal stakeholders, including managing regular cross-department meetings.
  • Monitor and analyze activity of ICER and other relevant HTA bodies and academic thought-leaders and respond as needed. 
  • Assure rapid response to requests for information about policy impacts from member companies, PhRMA leadership, and colleagues, under tight timelines.   
  • Support the broader department through budget tracking and reporting of key developments and milestones.
  • Performing other duties as assigned.

PhRMA seeks a collaborative, proactive self-starter who is passionate about access to medicines and contributing to the healthcare challenges we face today. The preferred candidate will bring expertise in analyzing healthcare data and reports, as well as value assessment and outcomes, and be focused, organized, detail-oriented, responsive, and diplomatic. Key success factors for this role include strong communication and interpersonal skills and team focus paired with the ability to work independently and under short timelines. The successful candidate should be adaptable, able to reprioritize, and shift gears quickly and be comfortable in a high-pressure, fast-paced environment.

Professional Experience / Requirements

  • Bachelor’s or Master’s degree in Economics, Finance, Statistics, Epidemiology, Public Policy, Health Policy or related field.
  • 2-4+ years in healthcare policy and research, experience managing policy issues and research projects.
  • Facility with reviewing and interpreting analytical reports and data, and translating findings for a range of audiences.
  • Excellent writing and editing skills.
  • Strong interpersonal and communication skills.
  • Ability to conceptualize, launch, and manage new research and analysis.
  • Expertise in Microsoft Office products, particularly Excel and PowerPoint. 

Preferred Experience 

  • Familiarity with the role of evidence of clinical and economic value of new medicines in payer decision-making in the U.S. and ex-U.S. markets.  
  • HTA-related policy issues, including government price-setting at the Federal and State levels.
  • Coordination and organization of research agenda/projects and budget.

Potential Salary

Manager: $78,200 – $105,500 / Sr. Manager: $92,100 - $126,600 per annum. Salary is commensurate with experience and other compensable factors.
