Position Purpose

The Sr. Human Resources Operations Manager is responsible for overseeing the day-to-day HR operations, ensuring compliance with employment laws, and enhancing HR processes and systems. This role ensures that the HR function runs smoothly and efficiently while fostering a positive, inclusive workplace culture. The ideal candidate will be an experienced HR professional with a strong operational focus, capable of implementing HR initiatives aligned with the organization’s goals and values. As a Sr. Human Resources Operation Manager, position reports to the Director of People and Culture and serves as the designated back-up as needed.

Essential Duties

HR Operations Management

· Lead and manage core HR functions, including benefits administration, recruiting, employee records, and employee relations.

· Continuously improve operational processes and leverage technology for efficiency.

Compliance

· Ensure compliance with federal, state, and local employment laws.

· Maintain accurate records and oversees reporting, i.e., EEO, Vet 4212, Census Bureau

Process Improvement & Reporting

· Identify opportunities to streamline HR processes and enhance efficiency.

· Oversee data collection and reporting for informed decision-making while maintaining confidentiality.

· Collect quarterly reporting information from staff, update quarterly/annual plan feeding into HR busine

Employee Relations & Policies

· Provide guidance on HR policies and employee relations issues to support a positive work environment.

· Develop and update job descriptions, personnel policies, and the employee handbook.

Team Leadership

· Manage, mentor, and develop the HR team, fostering continuous learning and excellence.

· Monitor departmental activities to ensure consistency, compliance, and high-quality service delivery.

Additional Duties

· Handle employee relations counseling, evaluate department initiatives, and recommend improvements.

· Provide exceptional customer service to internal and external stakeholders.

· Follow 4-step employee relation levels.

Qualifications


Knowledge, Skills, and Abilities

· Strong knowledge of federal, state, and local employment laws.

· Excellent written and verbal communication skills.

· Proficiency in HRIS systems and Microsoft Excel.

· Ability to manage multiple priorities, adapt to change, and maintain composure under pressure.

· Proven ability to build and maintain effective relationships with stakeholders.

Minimum Qualifications

· Bachelor’s degree in Human Resources Management or a related field

· 5 years of progressively responsible experience working in Human Resources

· 3 years previous experience with HRIS software, Paycom Preferred

· 3 years progressively responsible mgmt./supervisory experience
 

Preferred Qualifications

· PHR/SPHR

· Master's degree in human resource management.

· Bilingual Spanish

Driving Category - Requirements

Driving Category B: Employee may occasionally drive a company vehicle, but any passenger would be an employee of RMHS, and /or regularly drive their personal vehicle for company business.

· Valid driver’s license

· Proof of motor vehicle insurance

· Personal vehicle in good operating condition for use during work, including transporting individuals

· No major violations in the past three years.

· No more than two moving violations in the past three years

· Ability to meet and maintain agency driving requirements and operate agency vehicles

· Drivers must upload proof of ongoing auto insurance every 6 months into Paycom/Relias.

· Any Accidents and/or damages while using a personal vehicle for work purposes shall be the sole responsibility of the employee. RMHS is not responsible for any damage incurred to the employee’s personal property.
