Serves as senior specialist and provides expert assistance to senior management in Safety Standards related to the Federal Railroad Administration (FRA) technical disciplines, Federal Transit Administration ( FTA), and other railroad safety programs. Oversees the Transit Safety Program for State Safety Oversight in accordance with FTA requirements. Serves as a Lead Worker. Work requires extensive contact with federal, state, local governmental agencies, officials, and Rail Transit Agencies (RTAs). Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
· Ensures Rail Transit Agencies (RTA) compliance with the department’s Program Standard and the Public Transportation Agency Safety Plans.
· Ensures Rail Transit Agencies (RTA) compliance with Title 49 Code of Federal Regulations, the State Safety Oversight Program Standard, Texas Transportation Code, and the Texas Administration Code.
· Advises the Rail Transit Agencies (RTA) on safety issues.
· Coordinates and ensures compliance with Federal Railroad Administration and Federal Transit Administration ( FRA & FTA) on the job training.
· Analyzes Federal Railroad Administration and Federal Transit Administration (FRA/FTA ) data such as defects, violations, deaths, injuries, collisions, derailments, and evaluate how the Rail Safety Section and Compliance Section can focus rail safety investigation techniques and mitigate rail safety risks.
· Coordinates, plans or conducts focused inspections for each fiscal year.
· Leads the monitoring of compliance with reporting and investigation standards included in the Rail Transit Agencies (RTA) Public Transportation Agency Safety Plan and the department’s Program Standard.
· Coordinates or prepares and issues reports containing findings and recommendations resulting from on-site and document reviews including transit agency corrective action plan reviews and approvals
· Represents the Department at local, statewide, and national committees on issues related to rail safety, transit safety and transportation operations.
· Manages and implements the FTA’s Risk-Based Inspection (RBI )program.
· Reviews and implements safety rules and standards.
· Oversees consultants for compliance with TxDOT policies.
· Ensures compliance with Transportation Agency Safety Plan and the department’s Program Standards.
· Completes monthly dashboards and prepares state safety reports and FRA/FTA required reporting.
· Coordinates the Texas division of Emergency Management (TDEM) annual Hazardous Materials reports.
· Manages the interface with TDEM and Safety Oversight Operations Center (SOC).
· Coordinates rail fleet management
· Assists with AASHTO Council of Rail Transportation’s tasks
· Serves as a lead worker to TxDOT employees by serving as a resource for complex questions and providing technical training; providing input on employees’ career conversations; approving employees’ leave requests to ensure operations coverage; and presenting workflow and operational updates to the supervisor/manager.
· Develops and maintains standard operating procedures and performance metrics related to state bridge inspection program, rail division drone usage and derailment investigations.
· Performs other job responsibilities as assigned.

Minimum Qualifications:
Education: Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience: 5 years of experience in rail safety operations and oversight, transportation operations or related experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate education may be substituted for experience on a year per year basis.
Licenses and Certifications:
- Valid driver’s license. This position requires driving a state vehicle.
- Must have or obtain Transit Safety and Security Program (TSS) certification for rail within 3 years of hire
Preferred Qualifications:
• Two (2) years supervisory experience.

• Leading special investigations (including accident investigations) and inspections involving railroad rail and components to obtain determination of cause and produce useful and accurate results.
• Preparing technical reports, narratives, and correspondence regarding railroad rail and components
• Leading and/or conducting analyses of Railroad safety statistical data and performing analytical investigations or special studies to make policy/program recommendations.
• Working on a team, task force, or committee that includes industry officials, labor unions, the public and state and local governments to develop practical solutions and/or recommendations to persistent complex problems pertaining Railroad Track issues.
