About the Department
GENERAL RESPONSIBILITIES
Provides advanced specialized expertise and coordination in the planning, design, implementation, and administration of job classification and compensation programs for the school division. Provides advanced, specialized and technical guidance in regard to federal, state and local laws such as the Fair Labor Standards Act, Americans with Disabilities Act, Family Medical Leave Act and other regulations.
ESSENTIAL DUTIES

Addresses compensation and classification issues by compiling and reviewing relevant data, performing cost analysis studies, and developing strategies and recommendations to support an equitable and competitive compensation plan;
Reviews and evaluates the effectiveness of the compensation plan through internal and external research to assess internal equity and competitiveness within the marketplace;
Conducts job analyses to determine placement on established uniform pay plan following guidelines and policy; conducts market surveys of individual position classes to determine prevailing wage rates and develops recommendations;
Coordinates Workers Compensation accident reports, notices and claims with employees, works with third party administrator and County Risk Manager on WC issues;
Coordinates FMLA and medical leave process to include employee requests and employee and supervisor communication, eligibility and leave tracking, and record keeping;
Researches and interprets federal and state laws, regulations and legal judgments to provide guidance to managers and staff and to assure compliance with all applicable Human Resource and employment laws;
Develops strategies and participates in salary audits to ensure salary data is accurate in all systems;
Researches and conducts investigations and audits as needed related to compliance with state and federal regulations;
Researches areas of personnel policies and advises employees, managers, and HR team on policies and procedures;
Oversees compliance including legal postings, training,, updating HR team on changes and updates in employment laws, reviews policies and job descriptions and other documents for compliance;
Maintains and monitors FLSA compliance;
Consults on compensation issues related to the FLSA, uniform and teacher pay plans, payroll issues, conducts compensation and job studies, making pay recommendations; Determines the exempt/non-exempt status of jobs and consults with legal staff when necessary;
Develops, updates, and revises job descriptions to include compiling the essential duties, minimum qualifications, and detailed physical requirements of classes and positions;
Responds to questionnaires, surveys and requests for information in area of assigned responsibility;
Researches and evaluates reclassification requests submitted by supervisory personnel, provide comprehensive reports, and recommends compensation adjustments when appropriate;
Interprets statutory and procedural aspects governing unemployment compensation;
Acts as the HCPS liaison with the VEC, providing employment and separation information and reports, as requested.
Provides guidance on stipend/supplement compensation program for schools;
Coordinates records management for Human Resources as outlined by Library of Virginia and following HCPS records process guidelines;
Monitors and reviews quarterly unemployment billings and coordinate corrections with the VEC;
Along with Assistant Superintendent of HR, investigate and make recommendations relating to ADA compliance and reasonable accommodations;
Supervises division licensure and HRIS staff;
Perform other duties as assigned.
Position Duties
KNOWLEDGE, SKILLS AND ABILITIES
Requires financial analytical abilities needed to assess and make compensation recommendations. Strong knowledge of the principles and practices of Human Resources administration with an emphasis on FMLA and ADA. Knowledge of state and federal laws related to relevant HR areas. Ability to establish and maintain effective working relationships with School Division’s staff, employees and other school divisions. Must be able to present ideas and recommendations clearly and concisely both orally and in writing. Excellent interpersonal, communications, public relations, customer service, and organizational skills. Strong technology acumen. Working knowledge of Google and Microsoft Office Programs with advanced knowledge of Excel.
EDUCATION AND EXPERIENCE
Required: Bachelor's Degree in appropriate related field or a combination of education and extensive work experience comparable to a four year degree. At least up to 3 years of comparable work experience.
Preferred: Master’s Degree. Current PHR/SPHR or SHRM certification.
A comparable amount of training and experience may be substituted for the minimum qualifications.

PHYSICAL REQUIREMENTS
Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact. Physical capability to effectively use and operate various items of office-related equipment, such as, but not limited to, a personal computer, calculator, copier, and fax machine. Position may require climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions. May be required to sit for long periods of time working on the computer.
