POSITION SUMMARY

Responsible to the Manager, Deputy Executive, NR for all matters relative to the Project,  including the maintenance, administration and operation of its facilities.


ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Prepares and controls Project's annual budget. Reviews reports on plant operation and staff performance in order to increase efficiency and reduce costs.

2. Supervises required maintenance and repairs.

3. Supervises the laboratory tests and analyzes their results. Responsible for the maintenance of strict standards regarding water quality.

4. Maintains effective communications with customer cities, project personnel and NR Management.

5. Participates in the development of plans for Project improvement and enlargement.

6. Directly and indirectly supervises a staff of exempt and non-exempt employees to include hiring, scheduling and performance evaluation.

7. Performing assigned duties in accordance with established Authority policies and procedures.

8. Ensures the proper safety practices and procedures are observed and enforced.

9. Responds to serious malfunctions or disruptions of the operation of the Projects or collection systems and other emergencies at any time of day or night related to industrial user discharge or chemical, wastewater, and water spills and/or environmental mitigation projects.

10. Employees assigned to this position are classified as essential personnel. Essential personnel are required to report to work when scheduled during departmental and/or emergency situations including, but not limited to, extended periods of inclement weather when travel may be difficult. This position is essential because in the absence of sufficient personnel, the plant cannot operate safely.


SUPERVISORY RESPONSIBILITIES

Regularly has full personnel management responsibilities including approving time, selection, discipline, grievances and formal performance evaluations for a position's direct and indirect reports.

QUALIFICATIONS


EDUCATION

(required level of education)

Bachelor degree required or the ability to obtain in eight years.  Degree in chemistry, biology, business or engineering preferred.  5 years management experience; 5 plus years of leadership experience.

EXPERIENCE

(minimum years and types of related experience required)

Five years of progressive experience is required.  Minimum 5 years of progressive experience in management of water/wastewater facility.


CERTIFICATES, LICENSES, REGISTRATIONS

(any specialized certifications licenses or registrations required by TRA or other authority in order to do the job, including those the incumbent must be able to obtain)

Texas Commission on Environmental Quality (or predecessor agency) Class A Water Operator's License required.  Class A water/wastewater license or ability to obtain within 3 years.


KNOWLEDGE

(Information or facts than employee must know in order to be able to perform the work)

Must possess knowledge of all plant processes to effectively operate facility.


SKILLS AND ABILITIES

(developed capability to use or apply knowledge effectively or dexterity/coordination in the performance of physical tasks)

Administrative ability to plan, organize and supervise the Project's work force and its various programs is essential. Good public relations skills needed. Mathematical skills to prepare budget and interpret technical data relating to the treatment process are essential. Individuals must be able to communicate effectively with others.


GUIDANCE RECEIVED

Guided by TRA Mission and Goals. Makes decisions with guidance provided by TRA mission, policies and goals. Sets related goals, objectives and priorities for at least one Department and gains executive approval.


PHYSICAL DEMANDS


WORKING CONDITIONS

Duties are almost always carried out in an office environment with some work required outdoors. Working conditions include exposure to weather and chemical hazards and gases associated with confined space entries.


TOOLS AND EQUIPMENT USED

Office equipment including copier, computer and calculator. All equipment relating to the operation of the treatment process.
