The Benefits Hub at Shoreline College is a campus-wide program designed to disrupt poverty by connecting students with financial tools to meet their basic needs while they pursue a college degree or certificate. Over the last decade, United Way has designed a highly effective model of connecting low-income people to public benefits, income supports, and savings opportunities. This approach provides coordinated, onsite delivery of services, workshops and coaching to provide students with the tools and knowledge to overcome non-academic, financial barriers and achieve their college and career goals.
Under the general direction of the Director for Student Support, the Program Specialist 3 is responsible for the specialized operational management and leadership of the College’s Benefits Hub unit. Primary duties include budget tracking/management within assigned allocation amounts, coordination of internal partnerships and associated work projects, managing the daily operations of the Benefits Hub, and assisting the Director in fostering and building community-based partnerships designed to support students struggling with basic needs and students in the foster care system.
Primary responsibilities include the following:
- Manage the daily operations of the Benefits Hub unit, including the identification, planning, and coordination of all Benefits Hub activities.
- Independently assess participant needs, and routinely work with students, campus colleagues, and community partners to develop/implement programming in alignment with Benefits Hub goals.
- Manage the delivery of specialized services such as the Food Pantry and Emergency Aid programs.
- Purchase/track pantry items, preparing quarterly reports in conjunction with the Planning & Institutional Effectiveness unit.
- Identify/remove barriers impeding student access to unit resources.
- Collect/assess data to inform program decisions and make program adjustments where appropriate within funding requirements.
- Lead quarterly Emergency Aid meetings with staff working directly to support students.
- Provide coverage as an Emergency Aid reviewer and participate in weekly Emergency Aid review meetings as needed.
- Track/reconcile Benefits Hub budgets.
- Review/approve expenditures in compliance with funding requirements.
- Complete quarterly/annual reporting requirements.
- Develop/maintain documentation outlining fund management processes.
- Supervise Benefits Hub employees, including full-time staff and various student/part-time employee positions.
- Hire, train, evaluate, and manage staff ensuring performance outcomes are in alignment with unit goals.
- Set schedules, respond to leave requests, coordinate in-person staff hours for Benefits Hub across College business hours. Provide backup for staff duties as needed.
- Create, foster, and maintain effective working relationships with a variety of campus partners.
- Manage campus-wide communications regarding Benefits Hub mechanisms for aid and connections to resources.
- Maintain emergency aid and Benefits Hub webpages ensuring information is up to date.
- Present program data/resources at department and division meetings, ensure representation of the Benefits Hub at various College and community events.
- Develop/maintain a variety of community partnerships targeting those which create/increase support for basic needs and/or specifically expand resources/information for student housing, students formerly in foster care, and student needs for financial literacy.
- Coordinate the delivery of resource workshops by community partners which address data-validated student needs.
Position Duties
Required Education & Experience:
- Bachelor’s Degree from an accredited institution; AND
- Two (2) years of relevant experience including planning, policy analysis, coordination and consultation with a variety of public/private agencies, organizations or levels of government OR equivalent education/experience.
Knowledge Of:
- Family Educational Rights and Privacy Act (FERPA) and the application of it in student services.
- Current literature and research that focuses on basic needs (food and housing insecurities) and impacts on retention, persistence, and completion.
- Student/learning-centered practices, programs/services that support student success and retention; student development theory and practice; service-learning programs and student advocacy.
- Microsoft Office applications such as Access, Excel, Explorer, Outlook, PowerPoint, and Word programs.
- Research methods via both the internet and web-based information systems.
- Principles related to budgeting, program evaluation and data analysis.
- Effective presentations to a variety of diverse audiences in a multicultural student environment.
- Conflict mediation and resolution, remaining calm in stressful situations, and facilitating win-win situations.

Minimum Qualifications
Physical Work Environment:
The College is currently providing services in a mixed modality of operations (both online and in-person services are offered). This position will perform work in a standard office setting, use standard office equipment and physically attend meetings both on and off campus. Please note, there may be limited opportunities for online work depending on program or area needs. If authorized for online work, employees will need to provide their own workspace and internet access, noting the College will provide technical equipment and support for online work needs.
Terms Of Employment/Salary:
This position is allocated to pay range 53 under the Washington State Office of Financial Management higher education salary schedule. Salary placement for new employees is determined by the College. This position works 40 hours per week, with a schedule dependent upon department needs. Hiring of this position is contingent on available funding as determined by the College President.
