Support Specialist: Title I

 

JOB SUMMARY
Performs complex district level Title I and school improvement budget duties as well as federal, state, and LEA reporting such as portions of the grant application, carryover, interim reports, and communicates with accounting to complete required budget documentation. Assists Central Office with purchasing processes, financial expenditures, contracts and MOUs. Serves as an administrative assistant to the Coordinator and Director of Title I.

ESSENTIAL DUTIES/RESPONSIBILITIES

  • Serves as an administrative assistant to the Coordinator of Title I and Director of Title I. Manages master calendar, travel and conference planning for the office.
  • Manages the operating budget and multiple concurrent grant budgets for the office.
  • Prepares and maintains spreadsheets concerning districtwide and schools’ Title I budgets, contracts, and MOUs.
  • Drafts and disseminates district-level communication to all schools and content office partners on behalf of the Title I office and maintains Title I website.
  • Prepares purchase orders, maintains financial records and receives deliverables. Performs purchasing procedures in accordance with published guidelines. Enters price agreements, small procurement and requisitions for Title I district office and schools.
  • Maintains a processing and filing systems for requisitions/purchase orders for Title I district office and schools. Submits required documentation to accounting for payment of delivery orders, small procurements, and requisitions.
  • Researches inquiries from Title I schools and vendors regarding order and payment status. Reconciles Title I schools and Title I Office budget spreadsheets with the Detail Expenditures Report providing by Accounting.
  • Establishes, compiles, and maintains confidential records/files related to the Title I grant. Creates, composes, and types correspondence and related transmittal documents. Prepares reports and other grant related documents for distribution, as needed
  • Assists the Coordinator of Title I and Director of Title I with MSDE audits by reconciling Title I budgets, compiling audit documentation, providing examples and explaining order processing procedures, etc.
  • Assists the Coordinator of Title I and Director of Title I with training new and returning school administrators with regards to Title I budget procedures.
  • Performs other related duties as assigned within the same classification or lower.

Education

  • Associate's Degree in related field of education from a regionally accredited college or university required;
  • Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

Experience

  • One (1) year professional financial, budget, and/or administrative office support experience in an educational, social service, or government office (including grants and development) required;
  • Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

Knowledge, Skills, Abilities and Other Characteristics

  • Thorough knowledge of Board of Education and school operations, policies, and procedures.
  • Experience working with budgets, following regulations and policies related to purchasing, contracting, creating MOUs, travel, payroll, and reporting.
  • Excellent verbal, written and presentation communication, organizational and planning skills.
  • Ability to exercise sound judgment, take initiative and use tact in dealing with Board of Education personnel, school administrators and staff, contractors, and/or outside agencies, and the general public.
  • Knowledge of Title I law compliance and COMAR regulations in regards to budget and funding approval.
  • Demonstrated ability to effectively work and communicate with diverse populations.
  • Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Office Suite -Word, Excel, Outlook, and/or PowerPoint preferred).

Qualification Requirements for Employment in Higher Grade as a New Hire or Transfer requires:

  • Two (2) additional years of successful experience required.
  • Achievement of a Professional Certificate, Certification, License in Finance, Budget or Technology or Completion of coursework or workshops leading towards such certificate, certification or licenses in related field required.

Eligibility for Consideration for Advancement from Lower Grade to Higher Grade requires:

  • Two (2) years continuous successful experience in the position at the Lower Grade level.
  • Mastery of all responsibilities and duties of the position.
  • Evidence of completion of additional training that may be recommended by supervisor and/or participation in approved professional development programs or courses, approved in advance by the supervisor. Successful completion of a minimum of one professional development within the last two years is required. Successful completion of job specific professional developments identified on the job description, performance evaluations and/or the supervisor’s documented recommendation are required.
  • Achievement of identified goals as they relate to the needs of the district and as established by the supervisor.
  • Consistent maintenance of an effective and orderly work environment.
  • Consistent compliance with general office procedures such as standards contained in the AACPS Employee Handbook; demonstration of discretion and excellent customer service; regular and punctual attendance; and building dress code, including wearing AACPS ID badge.
  • Above Satisfactory overall job performance for the two most recent consecutive years of Probationary and Performance Ratings. Probationary Ratings completed after January 2, 2024 will be accepted.
  • Letter of Recommendation written by the supervisor.
