About the Department

The traffic infraction enforcement officer performs specialized administrative and investigative functions such as reviewing evidence captured by speed detection systems in compliance with applicable laws, statutes, ordinances, and Departmental policy and procedure. Traffic infraction enforcement officers will review, validate, and maintain records of violations, ensuring data accuracy, and supporting law enforcement activities related to traffic safety in school zones.

Position Duties

  • Review traffic enforcement photographs, video, and data to determine violations and identification of motor vehicles.
  • Issue violations and uniform traffic citations, identifying the violation and appropriate action to be taken; presents evidence and testimony on disputed violations to the Hearing Officer.
  • Receives, reviews, and maintains digital evidence compliant with public disclosure, retention, and privacy laws.
  • Remains updated on performance and equipment protocols. Perform updates or revisions in software, equipment, and policy as needed.
  • Prepares and maintains records and reports findings.
  • Identify and report any technical issues with the automated enforcement systems and coordinate with IT and equipment vendors to troubleshoot and resolve technical problems. 
  • Maintain confidentiality and security of all digital evidence and related information.
  • Must establish and maintain effective and professional relationships.
  • Performs basic administrative functions and related work as required.

Minimum Qualifications

Knowledge of:

  • Applicable state and municipal laws, and departmental policies and procedures
  • Technology and Equipment Protocols: Familiarity with automated enforcement systems, camera technology, software updates, and troubleshooting procedures.
  • Data Analysis and Report Writing: Understanding of data collection, analysis, and reporting to accurately compile and present findings.
  • Public Relations and Customer Service: Knowledge of effective communication strategies for interactions with the public, especially in explaining violations or procedures

Skilled in:

  • Must have intermediate computer skills to include using word processing, e-mail, spreadsheets, and database applications.
  • Must possess customer service and interpersonal skills to establish and maintain effective working relationships with others.
  • Analytical and Observation Skills: Ability to review and interpret images, videos, and data accurately to identify violations and motor vehicle details
  • Time Management and Organization: Skill in managing multiple cases, records, and responsibilities efficiently.
  • Technical Writing: Ability to prepare clear, detailed reports, documentation, and formal records related to enforcement activities.

Ability to:

  • Review speed detection system photographs, video, and data; identifies violations; and verify accurate identification/description of the motor vehicle involved.
  • Prepare/gather court documents and present court cases to the Hearing Officer or judge; to include testifying and presenting evidence in court.
  • Process large volumes of work and meet deadlines.
  • Perform additional administrative/clerical tasks as needed.
  • Read and interpret documents such as legal documents, affidavits, statutes, policies, and procedures. 
  • Write grammatically correct correspondence.  
  • Speak effectively and be clear and concise in their communication with others.  
  • Learn and utilize specialized computer applications and software.
  • Work independently, make sound technical decisions and act upon them. 
  • Maintain accurate records, reports, and case files. 
  • Demonstrate work that is organized, detail-oriented, and have discretion and impartiality.

Other Qualifications

  • Completion of High School Diploma or GED equivalent
  • Valid Florida Driver’s License

SPECIAL REQUIREMENTS:

  • Upon appointment, must complete instruction in traffic enforcement procedures and court presentation through the Selective Traffic Enforcement Program as approved by the Division of Criminal Justice Standards and Training of the Florida Department of Law Enforcement, or through a similar program. 
  • Candidates will be required to attend a Public Service Aid Academy selected by the department. In addition to the department's established hiring criteria, candidates must meet all training center entrance requirements and maintain academic and performance standards throughout the course of study.
  • Must meet and maintain minimum training and experience qualifications for the position of certified community service officer as established by the Department and/or Florida State Statute Chapter 943.
