Minimum Qualifications of Education and Experience:

  • Must possess a bachelor's degree in housing, public administration, urban studies, sociology, business, human services, social work, or related field.
  • One (1) year of work experience in the administration of subsidized housing programs and property management.
  • Must be certified as an HCV/RAD Project-Based Voucher Specialist or obtain certification within ninety (90) days of employment.
  • Must possess own vehicle, and a valid driver's license and be able to drive in the state of Minnesota.
OR 
  • Five (5) years of work experience in the administration of subsidized housing programs and property management.
OR
  • Any satisfactory equivalent combination of education, training, and experience that demonstrates the knowledge, skills, and abilities to perform the duties of the job proficiently may be substituted for the above requirements. 

Salary Range:  $32.60 to $45.70 Hourly / $67,808 top $95,056 Annually
Starting Salary Range:  $32.60 to $37.47 Hourly / $67,808 to $77,937.60 Annually, with step progression up to $45.70 Hourly / $95,056 Annually.
 
Nature of Work:

Under the general administrative direction and supervision of the Housing Coordinator, the Housing Specialist – Public Housing Manager manages the operation of public housing units and capital funds programs in Mankato and Blue Earth County; coordinates work with the administrative and technical staff; is required to make daily decisions based upon local, state and federal regulations, is expected to clearly communicate verbally and in writing; and may be required to make informed decisions quickly in emergency situations, and direct staff in emergency situations.

Position Duties

Primary Essential Work Functions: 
                                                                     

  • Supports the administration and operation of the Mankato and Blue Earth County Public Housing units/sites.
  • Assists with the preparation and administration of Public Housing Agency Plans, Public Housing Assessment System certifications, and HUD and MN Housing paper and electronic report submissions.
  • Supports the implementation of operational priorities and objectives for Public Housing in alignment with the City's strategic plan.
  • Assists with the review of current policies and procedures and suggests improvements.
  • Reviews legislative proposals and advises the Housing Coordinator on the impact of legislative proposals.
  • Performs general clerical tasks such as filing, data entry, scanning, and mailings.
  • Maintains a waiting list according to regulations and policies, sends notices for determining eligibility and updated status. 
  • Processes applications and determines eligibility by certifying household income, assets, family composition, and eligible deductions. 
  • Verifies tenant income and assets.
  • Shows vacant rental properties to prospective tenants.
  • Provides new tenant briefings.
  • Executes dwelling leases.
  • Performs annual rent re-certifications, tenant rental adjustments, and relocation assistance as needed.
  • Determines if units meet housing and rental code standards.
  • Performs inspections of rental housing units as assigned.
  • Performs special inspections upon request.
  • Collects and relays maintenance requests to appropriate source.
  • Monitors physical condition and maintenance of properties through enforcement of dwelling lease.
  • Enforces lease provisions through tenant counseling and advisement.
  • Conducts yearly review of tenant utility consumption and formulates a utility allowance as per HUD regulations.
  • Serves as on-site building manager for Orness Plaza, including updating security system as needed, and coordinating communications and resident events.
  • Mediates disputes between tenants when appropriate.
  • Initiates legal proceedings and provides documentation for unlawful detainer actions and evictions.
  • Performs data processing functions to produce monthly billing statements.
  • Provides the Finance Department, Housing Coordinator, and HUD with financial information/reports for budgets and statistical purposes.
  • Assists with the preparation of annual budgets for submittal to City Finance Department and funding agencies.
  • Provides boards of commissioners with statistical/occupancy information and resolutions as needed.
  • Produces advertising/marketing for housing programs.
  • Coordinates purchases of supplies and services.
  • Maintains subsidiary ledgers and provides monthly reports on rental revenues and security deposit transactions to Housing Coordinator.
  • Conducts surveys and technical studies; researches and prepares Public Housing and implementation proposals; and consults with other City staff to assure compliance of policies and proposals with City codes, ordinances, and other regulations.
  • Administers state and federal grants.  Ensures that all administrative and regulatory requirements of the grants are fulfilled.
  • Implements new federal regulations and recommendations.
  • Participates in the preparation of grant applications and loan documents; and on-going administration and reporting of grants, and loan programs.
  • Makes presentations to a wide variety of groups as assigned or apparent.
  • Meets and collaborates with other local governments and a variety of governmental agencies on issues involving housing programming.
  • Assists with staffing and operations support to the Mankato and Blue Earth County Economic Development Authorities.
  • Makes client referrals to local social service programs.

Other Work Functions:

  • Conducts program fraud investigations and promotes tenant integrity principles.
  • Responds to inquiries from public/educational institutions regarding subsidized housing programs in the area.
  • Performs topic-related research and writes grants when necessary.
  • Organizes and maintains financial, occupancy, and statistical data which is essential for program administration and audit/monitoring requirements.
  • Supervises and trains interns, seasonal, part-time, and temporary employees as needed and as available.
  • Communicates work activities and projects information regularly to the Housing Coordinator.
  • Performs physical and mental demands and work environment requirements for this position.
  • Attendance during regularly scheduled work hours and outside regular hours as necessary.
  • Effective and respectful communication and interactions with other employees, supervisors, individuals from other organizations, tenants, and community customers.
  • Performs other related work as assigned or apparent.

Communicates With:

  • Internally – Communicates on a daily basis with housing staff, facilities staff, and public safety.  
  • Externally – Daily correspondence with applicants on the public housing waiting list and tenants residing in public housing unit. Responds to public inquiries on the public housing units/program. Collaborates with other community service partners to provide resources and referrals.

Conditions of Employment:

  • Must possess a vehicle, a valid driver's license, and be able to drive in the state of Minnesota.
  • Must successfully complete a pre-employment assessment, background examination, and drug test.
  • Must be certified as an HCV/RAD Project-Based Voucher Specialist or obtain certification within ninety (90) days of employment.
  • Must meet expectations of the work functions and knowledge, skills, and abilities for the position.
  • Must comply with organizational and departmental policies.
  • Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to city policy and the Minnesota Statutes.
  • Safety Sensitive Notice. This is a safety sensitive position which requires cannabis pre-employment drug testing. Safety sensitive position means a job in which an impairment caused by drug, alcohol, or cannabis usage would threaten the health and safety of any person.

Other Qualifications

Regular working hours are typically Monday through Friday, 8:00 a.m. to 4:30 p.m., and outside of regular working hours as necessary.
