About the Department
Position Duties
- Provides information regarding drainage/flood plain issues, roadway plans and subdivision platting to County personnel and the general public
 - Coordinates with contractors, utility companies, developers, other governmental and regulatory agencies, and the general public to develop or inspect improvements on project designs
 - Prepares or reviews technical reports and reviews comments regarding hydraulic studies, construction plans and specifications, flood plain management and subdivision plats
 - Prepares or reviews hydrologic and hydraulic studies supported by computer-generated analysis and models
 - Makes presentations regarding engineering studies, and drainage/flood plain and subdivision concerns
 - Conducts field investigations to evaluate drainage/flood plain problems, construction issues and engineering problems, and recommends solutions
 - Administers subdivision final inspections, punch lists, required letters, bond acceptance/releases, warranties, and construction issue resolution for subdivision acceptance
 - Reviews applications for development and flood plain permits
 - Reviews subdivision plats for compliance with County Subdivision Regulations, COSA Unified Development Code, AASHTO Design Manuals, and Texas Department of Transportation Standard Specifications
 - Reviews flood plain studies, subdivision plats and engineering designs and makes recommendations for implementation
 - Coordinates engineering consultant services, including submittal reviews
 - Reviews subdivision plats for compliance with the County Flood Damage Prevention Court Order
 - Performs related duties as required
 
Minimum Qualifications
- Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering; and one (1) year practical engineering experience; or an equivalent combination of education and experience
 - Good knowledge of civil engineering practices and procedures involving construction plan design
 - Skill in managing multiple projects simultaneously
 - Ability to supervise technical and skilled employees; ability to communicate effectively, both verbally and in writing; ability to operate personal computer, cellular phones and basic office equipment; ability to establish and maintain effective working relationships with co-workers, County employees, Elected/Appointed Officials, outside agencies and the general public
 - Must secure and maintain a favorable background investigation and clearance
 - Must clear a pre-employment physical and a pre-employment drug screen test
 - Must have a valid driver's license
 - May be required to work more than 40 hours during the workweek
 
- Working conditions are a mixture of indoor and outdoor environment
 - Occasional exposure to traffic, temperature extremes, rough terrain, and flammable liquids
 - Frequently moves items weighing up to 10-15 pounds
 - Occasionally moves items weighing up to 50 pounds
 - Occasionally moves about the office
 - Frequently communicates with others; must be able to exchange accurate information
 - Generally operates a computer and other office productivity machinery
 - Positions self to perform essential functions
 - Must be able to remain in a stationary position
