About the Department

The City of Louisville is seeking qualified candidates for the position of Police Division Commander. This position will provide senior-level management of all police operations. This position oversees the general field operations including supervising staff operations; making tactical and operational decisions, assuming command at major crime incidents, implementing crime reduction and special community projects while overseeing the completion of all administrative and managerial functions.

Job Summary 

Under the overall direction of the Chief of Police and the general direction of the Deputy Police Chief, the Police Division Commander may be assigned operational or administrative tasks.  Position commands and manages the operational and training functions of the Department’s Uniformed and Police Operations staff. The Division Commander supervises assigned personnel through direct observation, written reports, and verbal direction.

Position Duties

  • Assume command of police department in Chief’s and Deputy Chief’s absence; available for on-call status as needed
  • Assist the Chief and Deputy Chief in operational, administrative, budgetary, and procedural duties
  • Assist in developing and updating departmental policies, procedures, department general orders, and regulations governing personnel, standards of performance, and operating procedures
  • Supervise and oversee the planning of departmental activities, special events, and joint operations with other criminal justice agencies
  • Assist in serious criminal investigations as well as non-routine investigations as assigned by the Chief and Deputy Chief
  • Assume Operational Command of large-scale emergency events or similar incidents that involve multi-jurisdictional response
  • Assist in the recruitment, selection, and retention of sworn and non-sworn personnel; make recommendations concerning promotion or discipline
  • Conduct training and briefing sessions with subordinate staff related to departmental policies, procedures, practices, laws, rules, and regulations
  • Coordinate and direct the work activities of supervisory and non-supervisory members of the department
  • Work in both uniformed and plain clothes (business attire) capacities
  • Conducts face-to-face meetings with Patrol Supervisors on all shifts on a regular basis; may work a modified schedule to include both daytime and evening hours on occasion  
  • Participate in the development, execution, and attainment of departmental goals and objectives
  • Represent the police department in interactions with other city departments, civic groups, news media, and other criminal justice entities
  • Regular and predictable attendance required
  • Other duties and special assignments as required

Minimum Qualifications

Education, Training & Experience

  • Eight (8) years of experience as a POST Certified Law Enforcement Officer with progressive supervisory experience including at least three (3) years of experience as a Sergeant
  • Bachelor's degree in Criminal Justice, Sociology, Psychology or other closely-related field is preferred
  • Demonstrated successful supervisory or management experience in both law enforcement operations (field/ uniform) services and administrative services preferred
  • Graduation from a nationally-recognized executive law enforcement development program (Northwestern University School of Police Staff and Command, Southern Police Institute, FBI National Academy, LEEDA Trilogy Program, or equivalent course of study) preferred
  • An equivalent combination of acceptable education, training, and experience may be considered

Knowledge, Skills and Abilities

  • Understand the concepts of modern police methods, techniques, procedures, administrative operations, and organization
  • Ability to analyze problems, make sound decisions consistent with department policies, and assess effectiveness of decisions
  • Ability to supervise employees
  • Ability to lead large-scale operations consisting of personnel and equipment under emergency conditions involving danger to life and property
  • Ability to establish and maintain effective working relationships with employees, representatives of other agencies, and the public  
  • Effective verbal and written communications skills
  • Ability to interpret, implement, and enforce department regulations, municipal ordinances, state laws, and federal laws
  • Ability to plan, develop, and organize programs and projects

Other Qualifications

License, Registration or Certification:

  • Current Colorado Peace Officer Standards and Training certificate by time of appointment
  • Current driver’s license in good standing with no major violations in the past three (3) years with the ability to obtain a Colorado Driver License within ninety (90) days of hire and must maintain good standing through employment

Other Necessary Requirements:

Internal candidates will be required to successfully complete a testing process that includes: Assessment Center/ writing exercise and other appropriate testing for a Police Division Commander prior to appointment. 

Work Environment:

Works primarily in office setting, however may be required to work outdoors at any time during the year regardless of weather conditions.  The employee is exposed to traffic, crime scenes, and violent situations (which may include domestic or hostage situations where physical or deadly force may be used).  The noise level may range from low to very high. Frequently uses weapons and specialized equipment associated with policing, and operates police vehicle. Also uses standard office equipment including personal computer, typewriter, fax machine, scanner, digital camera, photocopy machine, calculator, pager, and cell phone. 

Physical Requirements

While performing the duties of this job, the employee is regularly required to read, speak, and hear.  The employee is required to use hands and fingers to handle or feel objects, tools, or controls for simple grasping, fine manipulation, and computer operation.   The employee is required to walk and reach with hands and arms. The employee is required to stand, stoop, kneel, bend, crawl, or crouch for up to ten (10) hours per day.  The employee may lift or move up to fifty (50) lbs.   Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.  Frequent and repetitive use of the feet in the operation of the foot controls of a vehicle. Frequent eye and hand coordination is necessary.
