Job Description
• Seeking a Program Manager to lead development efforts within the Submarine Electronic Warfare programs which include AN/BLQ-10 submarine electronic warfare inboard systems and outboard submarine electronic warfare systems and the Multifunction Modular Mast (MMM) outboard sensor production program. The selected candidate will lead the production effort on MMM as well as development, integration, test, validation, transition to production, and sustainment & support of another submarine electronic warfare system effort.
THE WORK
• As a Submarine Electronic Warfare Program Manager, the selected candidate will report to the Submarine Electronic Warfare Development Senior Program Manager with direct responsibility to manage the development of an AN/BLQ-10 Technical Insertion (TI), Advanced Processing Build (APB), Outboard Submarine Electronic Warfare Sensor, or other project effort
• The selected candidate will have overall responsibility for the MMM Production contract.
• The selected candidate will have overall responsibility for the development, integration, test, validation, transition to production, and sustainment & support of the TI, APB, Outboard Sensor capability or other project effort including cost, schedule, technical execution, risk management, resource planning, and coordination across various functions to ensure on-time completion of contract deliverables. In addition, this role will support the capability insertion within the Submarine Warfare Federated Tactical Systems (SWFTS).
• The TI/APB/Outboard Sensor PM is the primary interface with PMS435 customer for that effort. The PM will also be the focal point for communications between the program team, functional organizations, and program leadership as well as have frequent interactions with the broader customer base, industry partners, and government laboratories.
• The selected candidate should have experience developing, maintaining, and communicating performance based Earned Value and performance metrics. The PM will develop operating budgets, ensuring that the program team complies with the terms of the contract as well as LM processes and policies to develop solutions to highly complex problems.
• The PM must be able to identify challenges and develop mitigation plans to ensure compliance with contractual requirements and alignment with business objectives. The PM will establish milestones and monitor adherence to an integrated master plan, as well as coordinate program personnel toward problem resolution.
• The position requires leading teams and coordinating with multiple government agencies to achieve program goals and objectives. The selected candidate must also have strong communication skills, with the ability to work across various levels of customer and Lockheed Martin leadership.

Basic Qualifications
• Demonstrated proficiency in program management principles or project lead experience on development programs
• Experience working with major subcontractors
• Experience with development, implementation, and management of cost and schedule baselines
• Active US Secret clearance or ability to obtain US Secret clearance
• Ability to work in Syracuse, NY Facility multiple days per week

• Experience leading a cross functional engineering team
