Residential Land Entitlement Manager

FLSA Exemption: Salaried, exempt

Reports to: Vice President of Entitlement

Job Description

The Residential Land Entitlement Manager is responsible for managing the entitlement process for residential development projects to support the overall growth objectives of Destination Homes and Larry H. Miller Real Estate (LHMRE). This includes working with local jurisdictions, consultants, and internal teams to secure all necessary approvals, permits, and zoning changes to prepare land for development. The Land Entitlement Specialist reports to the LHMRE Land and Entitlement teams.

Primary Duties

  • Lead and manage entitlement efforts from due diligence through final approval for residential land development projects.
  • Conduct site feasibility studies including zoning, environmental constraints, utility availability, and permitting requirements.
  • Prepare, submit, and manage land use applications, zoning changes, General Plan Amendments, subdivision maps, and other entitlement documents.
  • Collaborate with internal teams (land acquisition, civil engineering, legal, construction) and external consultants (planners, environmental firms, traffic engineers).
  • Represent the company in meetings with city staff, planning commissions, neighborhood groups, and other stakeholders.
  • Monitor local planning policies, municipal codes, and legislative trends that could impact development projects.
  • Ensure all entitlements are secured within established timelines and budgets; track, monitor, and update project timelines, including contracted deadlines, to ensure timely execution of projects.
  • Protect the legal, financial, and moral well-being of the LHM Group, the LHM Real Estate Platform and other portfolio companies.
  • All other duties as assigned.

Experience & Skills

  • At least two years of experience in land entitlement or land use planning (residential experience preferred).
  • Bachelor’s degree in urban planning, real estate development, civil engineering, or related field preferred but not required.
  • Knowledge of zoning, subdivision map processes, and municipal entitlement procedures.
  • Proven ability to manage multiple projects simultaneously and meet critical deadlines.
  • Excellent communication and negotiation skills, both written and verbal.
  • Ability to read and interpret site plans, maps, and technical documents.
  • Ability to work multiple projects simultaneously and prioritize the process appropriately.
  • Experience working with local governments preferred.
  • Familiarity with GIS tools and project management software preferred.
  • Proficiency in Microsoft Excel.
  • Ability to interact with internal clients, co-workers, and vendors in a professional manner.
  • Must be results-driven, team-oriented, and an individual/organizational capacity builder.

Physical Requirements

  • This position is a blend of in-office and an on-site position, with frequent walking, standing, and climbing stairs in/around construction sites, apartment homes, models, and properties
  • This position requires working outdoors in all weather conditions (to include but limited to, rain, snow, heat, hail, wind, and sleet), around hazardous chemicals, dust, dirt, and other particulates
  • Must have the ability to read and comprehend large quantities of information, operate computer equipment, speak, hear, bend, stoop, reach, lift, move, and carry up to 25 lbs. independently
  • Regularly required to sit, stand, bend, reach, and move about office setting
  • To perform other duties as required

To perform the job successfully, an individual should demonstrate the following competencies to perform the essential functions of this position.

Land Use Planning & Zoning Regulations

  • Understanding of local, state, and federal land use laws.
  • Ability to interpret zoning codes and general plans.

Entitlement Processes

  • Experience with the full range of land entitlement processes (e.g., rezoning, annexation, subdivision, variances, use permits).
  • Knowledge of permitting processes and timelines.

Environmental Regulations

  • Familiarity with environmental wetlands, endangered species acts, etc.

Civil Engineering & Surveying Basics

  • Understanding site layouts, grading, drainage, and utilities from a planning perspective.

Permitting & Approval Management

  • Ability to track and manage permits across multiple agencies and jurisdictions.

Timeline & Budget Oversight

  • Coordinating with internal teams and external consultants to stay on schedule and within budget.

Coordination with Agencies & Community Engagement

  • Proven experience working with city staff, city councils, and community boards.
  • Presenting projects at public hearings and community meetings.
  • Managing community outreach and addressing public concerns.
