About the Role
As a Water Resources Contracts Specialist, serves as an internal service provider, supporting a wide range of administrative functions including contracting, regulatory compliance, accounting, purchasing, and payment processing. It requires a highly organized, detail-oriented professional who can manage multiple priorities while maintaining accuracy and efficiency.
Key responsibilities include:
Contract Management: Coordinates solicitation, routing, monitoring, and documentation of professional service, infrastructure, and other contracts. Reviews invoices, processes payments, monitors accounts, and ensures compliance with city policies and legal requirements.
Regulatory Compliance: Prepares and submits reports to state agencies related to water, air, and discharge permits. Maintains compliance data and ensures all permits, payments, and reports are up to date and accurately filed.
Accounting & Fiscal Operations: Processes purchase requisitions, reconciles annual purchase orders, prepares check requests, and assists with vendor payments. Conducts research and analysis of accounts and supports fiscal reporting.
Purchasing & Procurement: Manages materials, equipment, and office supply inventory for a large workgroup. Processes travel and training reimbursements, reconciles procurement transactions, and supports electronic payments.
Additional Administrative Duties:
Supports the Office of Business Opportunity (OBO) program
Coordinates office furniture and building maintenance requests
Manages vehicle usage and maintenance for a small fleet
Oversees the boot ticket program and sign requests
Prepares correspondence related to financial or operational matters
Assists with departmental events and committee coordination

The job is NON-EXEMPT under FLSA.

Minimum Qualifications
Minimum Qualifications:
- Bachelor's Degree with 1+ years of experience in a high-volume, deadline-driven administrative role
- Or an Associate degree with 3-5+ years of experience in a high volume, deadline-driven administrative role
- Or a High School Diploma with 11+ years of experience in a high-volume, deadline-driven administrative role
- Or an Associate degree with 3-5+ years of experience in a high volume, deadline-driven administrative role
- 2+ years of experience in the administration of contracts or purchase orders.
- Intermediate experience using Microsoft Office Excel, including analysis of data, basic use of formula creation, and data validation.
- Valid driver's license
- Bachelor's Degree in Business, Finance, Accounting, or a related discipline
- 2+ years of experience working in a government role in a similar position
- Experience with Infor CloudSuite
