- Advises Utility Director and utility management staff, city officials, and community in matters relating to utility system performance, asset management plans, financial plans and strategic plans.
- Lead in the development of operational reports and financial planning models with key performance indicators, industry metrics with benchmarks for Utility System Performance reporting.
- Produce analysis, reports and executive level presentations using a variety of business, financial, operational, and reporting software.
- Lead the documentation of the Utility Strategic Plan that is developed and implemented by the entire Utility management team, prepare reports and presentations to provide communication for the organization.
- Develop a framework of Asset Management Plans, lead the operational / functional groups in the development of long-term renewal and replacement schedules that are essential to develop Asset Management Plans.
- Develop and monitor processes that ensure all new utility assets derived from capital project utility infrastructure dedicated through the Development processes are placed in the COPC Utility Fixed Asset schedules.
- Engage with the Utility System Planning, Development, Project Engineering and Construction groups, along with COPC Community Development work areas and Information Technology in utilizing GIS to most effectively build and implement Asset Management Plans and System Performance reporting.
- Lead the development of the Utility Financial Plan and focusing on Five-year and Ten-year Financial Projections utilizing organized MS Excel based worksheets that will be the basis for revenue requirements used in future utility rate and cost of services analyses, annual budgets, and monthly financial forecasts. Collaborate within the Utility System Planning group to lead the organization of data to incorporate metered service and unit sales growth projections, 1-5-10-20-year CIP Plans and O&M projections that are to be updated annually, and with Finance on internal service fund transfers, debt service and other financing components.
- Oversee and directly manage the Utility Business Operation Supervisor and administrative staff who’s work centers around coordinating operational expense budgeting and purchases, along with issuing capital project purchase requisitions, and processing payments, along with preparing the Agenda Item summaries to gain Council approval.
- Oversee and directly manage the Utility Inventory process and staff.
- Responsible for preparation of capital and operational expense budgets within the area of responsibility
- Provides leadership and direction in the development of process improvement and strategic planning; gathers, interprets, and prepares data for studies, reports and recommendations.
- Develops, reviews and reports results in monthly financial forecasts, annual budgets, and five-year financial projections.
- Coordinate with the Assistant Utility Directors and the Utility Director the review of utility data, and summaries required for the Official Statements (OS) and Annual Disclosure Report (ADR) that Finance and its financial consultants develop to support Bond Issuances and ongoing reporting requirements.
- Manages division staff including hiring, conducting and reviewing performance appraisals, administering discipline, organizing, directing work assignments, administering City and Department policies affecting staff and keeping up to date on information for effective job performance. Maintains harmony among workers and solves grievances.
- Manages daily activities of all sections within area of responsibility to monitor efficiency of operations and to recommend and initiate changes as required. Reports problems and unusual conditions to the Utility Director on an as needed basis.
- Assures accurate records are maintained as expected or regulatory required, ensuring compliance of fixed asset reports under the framework provided by Finance, and addressing inquiries of financial or operational audits in a timely manner.
- Prepares and submits verbal and written reports as required. Makes recommendations to Utility Director for process improvements.
- Performs related duties as directed.
Position Duties
Professional Engineering License required and must obtain licensing in the State of Florida within six (6) months of employment.
Must possess and maintain a valid Florida Driver's License.

- Ability to with stand exposure to dust, mold, fiberglass, and various chemicals.
- Ability to work flexible hour’s necessary for the efficient operation of the department.
- Ability to interpret a variety of instructions in written, oral, diagram, or schedule form.

- While performing the essential functions of this job the employee is regularly required to stand, walk, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, and lift and/or move up to 50 pounds.
- While performing the essential functions of this position the employee is frequently exposed to fumes or airborne particles, and toxic or caustic chemicals, work near moving mechanical parts, and risk of electrical shock.
