Performs professional accounting work of a complex nature. Thoroughly understands institutional, state, and federal policies, procedures, and restrictions. Ensures compliance with generally accepted accounting principles in executing, analyzing, verifying, and reporting transactions of a fiscal nature. Advises management regarding the effective use of resources and methods to maximize earnings. Monitors records of past and present operations. May serve as a project leader on special projects.DUTIES & RESPONSIBILITIES:
•Develop and manage budgets for Title III and other grant-funded programs.
•Analyze financial records in Workday and/or PeopleSoft on a monthly basis to prepare billings, cash drawdowns, and financial reports.
•Ensure the timely receipt and reconciliation of grant reimbursements.
•Assist in preparing frequent federal reports, budget allocations, and performance documentation for Title III programs.
•Reconcile all Title III budgets and expenditures with the Grants Accounting Office, including Department of Education (DOE) drawdowns.
•Review and verify budget submissions for completeness, accuracy, and compliance with program guidelines.
•Prepare and present financial summaries, grant documents, and correspondence relevant to program activities.
•Ensure compliance with all federal, state, and institutional grant accounting regulations, including OMB Uniform Guidance.
•Assist in implementing compliance policies and procedures for Title III grants and contracts.
•Maintain supporting documentation for all transactions to ensure a complete audit trail.
•Identify and help resolve discrepancies or compliance issues related to budget or expenditure activity.
•Participate in developing and delivering financial compliance training for Activity Directors.
•Work directly with the Grants Accounting Office and Title III Program Administration staff to coordinate financial reporting and budget management.
•Advise the Director of Title III and Program Coordinator on potential financial or regulatory issues.
•Provide technical assistance and guidance to Activity Directors regarding budgeting and allowable costs.
•Assist in the development and implementation of daily operational procedures for restricted fund activity.
•Conduct detailed analyses of budgetary and financial data, applying statistical and analytical techniques.
•Monitor payroll expenditures, ensuring proper allocation and drawdown of funds.
•Review and process budget transfers between accounts to meet fiscal needs.
•Evaluate historical financial data to support budget planning and projections.
•Participate in grant closeout activities and ensure timely completion of all related requirements.
•Perform other duties as assigned to support the efficient operation of the Title III Program Administration and Grants Accounting Office.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
•Thorough knowledge of federal grant accounting regulations and OMB Uniform Guidance.
•Strong understanding of fund accounting principles and financial reporting standards.
•Proficiency in Workday and PeopleSoft (or comparable ERP systems).
•Advanced Excel and Microsoft Office skills for financial analysis and reporting.
•Excellent written, oral, and interpersonal communication skills.
•Ability to work collaboratively across departments and with external stakeholders.
•Strong organizational and analytical skills with high attention to detail.
•Ability to independently prioritize multiple tasks and meet deadlines.
MINIMUM TRAINING & EXPERIENCE:
•Bachelor’s degree in Accounting, Finance, or a related field (required).
•Minimum of three (3) years of accounting or grant administration experience, preferably in higher education.
•Master’s degree preferred.
•Experience with federal grants, Title III programs, or other restricted funds strongly preferred.
