Highly responsible senior level position providing direction for all activities by directing, planning, coordinating, and implementing infrastructure and capital projects across the department. Engineering, Road & Bridge, Traffic, and Fleet Management divisions report to the Public Works Director. This position reports to the Assistant County Administrator for Infrastructure and Development Services.
Position Duties
- Manages, directs, coordinates, and delegates projects and programs for all Public Works Department.
- Leads, motivates, and develops division managers to foster a healthy and successful workforce.
- Formulates and implements practices, rules, techniques, and procedures to improve organizational efficiency and performance.
- Establishes policies and procedures for assigned areas, divisions, and personnel.
- Performs department/division project and program planning, scheduling, resource allocation, and control; and performs design review and engineering studies.
- Oversees development and implementation of standardized value engineering process during the execution of major County public works projects and recommends methods to be adopted for the construction.
- Regularly inspects and or receives detailed project updates on public works projects to ensure compliance with departmental procedures, codes, and project.
- Provides professional engineering advice and counsel to the Board of County Commissioners, Administration, County staff and the general public.
- Furnish professional and technical advice in regard to proposals made, specifications and standards, soundness of design, theory and construction practices.
- Participates in the forecast of additional funds needed for staffing, equipment, materials, and supplies; administers the approved budget; and prepares and presents annual budget recommendations.
- Prepare, coordinate, and implement department operating and capital budgets and strategic plan; manages budgets within constraints.
- Evaluates assigned personnel for efficiency and effectiveness; initiates personnel actions of hiring, promotion, discipline, termination, training, and development; resolves employee/labor relation issues consulting with appropriate parties as necessary; conducts grievance hearings; directs and assigns work to employees that report to them; and provides technical support and guidance in their work activities.
- Attends public and interjurisdictional meetings and represents the department and County on public works/county engineering issues. Interprets division and department policies; presents reports and recommendations; and encourages community participation.
- Develops and negotiates inter-jurisdictional agreements for capital projects which may include planning, engineering, surveying, right-of-way, and construction.
- Attend and participate, as a representative of the County, in various conferences, town halls, open houses, committee and staff meetings, seminars, public hearings.
- Interacts with the Board of County Commissioners, legislative groups, media, and professional groups.
- Perform other related duties or assignments as required by the Assistant County Administrator.
Minimum Qualifications
Education and Experience:
Bachelors Degree in in Civil Engineering, Public Administration, Construction Management or related field plus ten (10) years of professional work experience in Public Works, in which four (4) years of this experience must have been in an administrative/managerial capacity. A comparable amount of training and / or experience may be substituted for the minimum qualifications.
Licenses, Certifications or Registrations:
Current registration as a Licensed, Professional Engineer preferred. Valid Florida driver’s license and have an acceptable driving record.
Certification in Project Management is a plus.
Certified Flood Plain Manager preferred. NIMS training/certification a plus.
Knowledge, Abilities and Skills:
- Knowledge of leadership, management, and public administration practices and principles.
- Knowledge of the materials, methods, and techniques relative to Public Works and its related divisions.
- Knowledge of infrastructure, road construction, storm water, sidewalk, water quality and other related infrastructure project management.
- Knowledge of Federal laws, state statutes, and local ordinances as they relate to Public Works and its related divisions.
- Professional expertise and knowledge of civil engineering principles to manage and delegate the activities of the department.
- Knowledge of Geographic Information Systems and other technical means of managing/monitoring infrastructure.
- Knowledge of Capital improvement Program budgeting and project implementation.
- Knowledge of Federal and State transportation departments, processes, funding, grants, PDEs, local area participation, and joint participation agreements.
- Knowledge of heavy equipment and fleet operations and maintenance.
- Knowledge of principles, practices, and procedures of civil, transportation, and traffic engineering.
- Knowledge of municipal transportation design and construction management procedures and guidelines, land development, and residential/commercial site development, including knowledge of Greenbook, and FDOT Specifications, American Association of State Highway and Transportation Officials (AASHTO), and Manual on Uniform Traffic Control Devices (MUTCD).
- Knowledge of principles and practices of general fiscal management, including budget preparation and administration within the County Engineering Division.
- Principles and practices of supervision, and personnel development and management.
- Knowledge of interrelations between land use, transportation planning and design, and construction.
- Knowledge of bridge repair techniques.
- Knowledge of FDOT Designs for asphalt mixes and resurfacing procedures.
- Skill and proficiency in the use of Microsoft Office and associated software programs and applications that are necessary for successful job performance.
- Ability to foster a people focused performance driven and customer service organizational culture.
- Ability to facilitate teams and work groups in the resolution of issues and realization of goals and objectives.
- Ability to apply sound judgment and interpretation based on acquired knowledge in circumstances where limited standardization exists.
- Ability to establish and maintain effective working relationships with agencies, consultants, vendors, the general public, employees and elected officials.
- Ability to express ideas professionally, clearly, and effectively both orally and in writing, to include public presentations, department correspondence, etc.
- Ability to select, manage, train, and evaluate staff.
- Ability to plan, prepare, and maintain annual budgets and state and federal required documentation.
- Ability to provide contractual and fiscal oversight of infrastructure projects
- Ability to provide effective management and oversight over consultants and vendors.
- Ability to effectively conduct public outreach and communicate with the general public about complex issues.
- Ability to prepare and represent agenda items and department/divisions to the Board of County Commissioners in areas related to all public works activities.
- Ability to obtain and maintain emergency preparedness certifications (NIMS, National Incident Management System) as directed by the County Administrator or designee.
- Ability to plan and direct the work of engineers, technicians, clerical and contractor personnel in a manner conducive to full performance and high morale.
- Ability to apply engineering knowledge to specific administrative and technical problems.
- Ability to give technical and professional review to a wide variety and large volume of engineering plans, specifications, and related documents.
- Ability to prepare and review contract specifications and bid documents.
- Ability to develop and prepare plans as needed in house.
- Ability to provide leadership and direction within a team-oriented work environment.
- Ability to understand, interpret, explain, and apply County policy and procedures.
- Ability to Interpret and apply federal, state, and local laws, codes, and regulations.
- Ability to communicate effectively both orally and in writing in order to convey information to various community groups, and elected, and appointed officials.
Other Qualifications
Essential Physical Skills: Good vision and hearing with or without correction. Use of both hands and fingers with dexterity. Frequent walking, standing, sitting, kneeling, bending, squatting, use of both hands, fingers, and feet are required. Must be able to traverse undeveloped or uneven grounds during site visits and at other facilities.
Environmental Condition Requirements: Majority of workday conducted inside the office with frequent onsite inspections at projects. May be exposed to outside elements, to include heat, dust, etc.
Work Hazards: On-site inspections can become somewhat dangerous due to exposure to elements and heavy equipment.
Safety Equipment Used or Needed: Safety equipment (i.e.: hard hat, safety shoes and/or boots, etc.) when conducting site visits and under certain inspection conditions.
