About the Department

Performs difficult work managing and directing the utility services staff and support functions of the Energy Services Department. Performs special assignments and prepares reports, which include contracts of a difficult or advanced nature. Work is performed under general supervision of the Assistant Director of Energy Services.  


This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects; work requires stooping, kneeling, crouching, reaching, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.

Position Duties

Managing and directing utility services support functions for the Energy Services Department. Assists division managers with day-to-day tasks to maximize efficiency in division operations and oversight. Recommends, develops, and implements division goals, establishes objectives, strategic plans, and benchmarks.

Monitors, reviews and evaluates the efficiency of standard operating procedures and best business practices. 

Recommends and implements solutions to barriers preventing efficient operations of all divisions. 

Oversees inter-department human resources and employee relations. 

Participates in and provides input in staffing decisions related to hiring, discipline, progressive performance management, termination and promotional opportunities

Evaluates staff performance, mentors staff, and aids in career development.

Oversees business systems software projects as needed.  

Assists division managers with budget preparation, routine analysis, and budgetary oversight. 

Monitors appropriations, encumbrances, and allocations, as well as external customer billing. 

Utilizes department software systems. 

Creates spreadsheets and presentations for division managers as needed.

Creates, generates, and compiles data to support service-level changes and adjustments. 

Generates complex, detailed reports on operational productivity 

Provides leadership and liaison functions with other divisions, City departments, and community organizations.  

Serves as liaison between Energy Services and City departments, community organizations, and social media channels. 

Responds to inquiries on social media and provides updates to the public as needed. 

Manages and oversees the Energy Services website.

Attends public meetings as necessary. 

Assists in implementing department goals, establishing objectives, executing strategic plans, and leading efforts in benchmarking, time studies, and complex cost analyses. 

Facilitates complex purchases that require assistance from Purchasing, City Manager, or City Council approval.  

Coordinates capital equipment purchases and maintenance and support agreements.

Analyzes statistics; tracks costs; tracks, monitors, and balances performance metrics. 

Evaluates work processes, procedures, organizational structures, resource needs, and overall administrative staff productivity.

Assists in resolving issues that arise between operations and support staff.

Participates in emergency response to provide operational support as needed. 

Subject to callback after normal working hours.

Performs other job-related duties as assigned.

Minimum Qualifications

Comprehensive knowledge of the functions of electric and natural gas utilities; ability to identify and define problems and develop appropriate solutions/recommendations; ability to plan, prioritize, assign, and monitor workflow to ensure the quality and quantity of work meet standards, deadlines for deliverables, and departmental goals and objectives. Must have thorough knowledge of financial principles and practices, purchasing and contracts as they pertain to state law relating to municipal utility operations. Must have thorough knowledge of business administrative processes and procedures. Ability to establish and maintain a work environment to enhance both employee morale and productivity; ability to maintain sensitive, detailed records and strategic filing systems and to generate reports from such records as needed; ability to establish and maintain effective working relationships with co-workers, public officials, City staff, contractors, and the public.   


EDUCATION AND EXPERIENCE:

Any combination of education and experience equivalent to graduation from an accredited college or university with a Bachelor’s Degree in Public Administration, Business Management, or related field and extensive experience in business administration.  


Other Qualifications

Possession of an appropriate driver's license valid in the State of North or South Carolina.

Ability to obtain North Carolina Notary Certification within twelve (12) months of hire date.
