LDRM is looking for a PMO Human Resource Manager to work in Williamsburg, KY. The PMO Human Resources Manager (HRM) reports directly to Corporate Senior HR Leadership and maintains a dotted-line reporting relationship with the Program Manager (PM). This role is accountable for overseeing and supporting all HR operations across the program. The PMO HRM will act as the direct manager for site-level HR management teams across multiple centers, ensuring consistency and alignment in HR practices.
The PMO HRM will provide strategic guidance and consultative support on a broad spectrum of HR-related matters, with a focus on aligning human capital strategies with overarching business objectives. The role requires close collaboration with shared services and operational leadership to design and implement effective, scalable HR solutions that drive performance, engagement, and compliance across the program. Responsibilities
Serve as the primary HR leader for the program.
Oversee and support all HR operations across the program and centers.
Directly manage site-level HR teams, ensuring consistency in HR practices, policies, and compliance.
Provide strategic HR guidance to align human capital initiatives with overall program and corporate objectives.
Collaborate with shared services and operational leadership to design and implement scalable HR solutions.
Ensure compliance with federal, state, and local employment laws and regulations across all sites.
Serve as a trusted advisor to program leadership and drive employee engagement, retention, and performance through effective HR strategies and programs.
Lead workforce planning, talent acquisition, and succession planning efforts across the program. Assist and enable employee growth and advancement.
Support the hiring, performance, discipline, and recognition of a skilled team over the life of the contract.
Promote a positive organizational culture of accountability, inclusion, and continuous improvement throughout the HR function.
Monitor and analyze HR metrics to inform decision-making and continuous improvement.
Support change management initiatives and organizational development efforts.
Facilitate training and development programs to build HR and Operations leadership and technical capabilities.
Ensure consistent application of compensation, benefits, and recognition programs across all centers.
Lead investigations and resolution of complex employee relations issues in coordination with legal and compliance teams.
Represent HR in program-level meetings, briefings, and strategic planning sessions.
Conduct informational briefings and management reviews as required.
Provide exemplary customer service to internal/external/corporate customer, proactively identifying and addressing customer needs.
Hold weekly one-on-one check-ins with the Program Manager, Labor Relations Manager and corporate HR leadership working together to ensure collaborative communications across the PMO and centers, fostering center cultures which engage HR teams with site leadership.
Ensure your site HRMs are holding weekly one-on-one check-ins with the Operations Manager, Deputy Operations Manager, and Assistant Operations Managers (AOMs) working together to ensure a center culture which engages leadership with the site.
Effectively work with union leadership to assist operations management in managing within the union site environment.
Manage deliverables to completion ensuring inputs and reviews are timely/accurate.
Respond rapidly and effectively to changes in program demand.
Assist in identifying and communicating site staffing needs as program staffing plan is updated to reflect business needs.
Promote innovation, efficiency, and effectiveness.
Lead proactively to minimize probability and severity of safety-related incidents.
Travel in support of offsite program updates, planning, and teambuilding (< 25%).

Additional Qualifications/Responsibilities
US Citizen.
Must possess at least seven (7) years of HR management experience.
Must possess at least five (5) years of managing experience on a large-scale operation.
Proficient with Microsoft Outlook, Word, Excel, and Power Point.
Advanced knowledge and skills in Microsoft Excel.
Superior organizational skills and work ethic.
Excellent written and oral communication.
Demonstrated ability to lead large teams.
Must have the ability to obtain and maintain a Secret level security clearance.
Preferred Qualifications:
Bachelor’s degree or higher in relevant field.
HR Certification (i.e. SHRM-SCP or PHR).
Experience managing a unionized workforce.
Experience managing a large U.S. Government contract or program.
