Duties:

Under direct supervision, performs Project Controls work requiring application of standard techniques, procedures and criteria in carrying out a sequence of related project tasks.

Responsible for preparing estimating, scheduling or cost engineering data to provide accurate information to be used for project planning and analysis of project status. 

Provides efficiency and accuracy in the process of generating project controls data, and provide timeliness and accuracy in the process of gathering project cost and progress data.

 Limited use and/or application of basic principles, theories, and concepts.  Limited knowledge of Project Controls practices and standards.

Will provide support to the following functions:

  • Support daily, weekly and monthly reporting requirements.
  • Prepares and keeps current project schedules for monitoring and tracking requirements. 
  • Identifies and records the impact of work performed and not performed as scheduled. Evaluate actual progress and provide regular schedule updates.
  • Assist in managing project schedule baseline and change control.
  • Assists with the preparation of detailed monthly cost and schedule analyses.
  • Determines schedule dates for work activities within a discipline area or specialty.
  • Assists in the development of the job hour expenditure and non-labor requirements remaining for a specific scope.

 

Job-Related Qualifications Required:

Grade 22

Education/Experience: Bachelor’s degree in business, finance, project management, construction management, engineering or other related discipline; or equivalent combination of education and directly relevant work experience. This is an entry-level position for a college graduate with a 4 year degree..

Level Specific Responsibilities: 

Under direct supervision, performs Project Controls work requiring application of standard techniques, procedures and criteria in carrying out a sequence of related project tasks.

Responsible for preparing estimating, scheduling or cost engineering data to provide accurate information to be used for project planning and analysis of project status. 

Provides efficiency and accuracy in the process of generating project controls data, and provide timeliness and accuracy in the process of gathering project cost and progress data.

 Limited use and/or application of basic principles, theories, and concepts.  Limited knowledge of Project Controls practices and standards.

 

Grade 23

Education/Experience: Bachelor’s degree in business, finance, project management, construction management, engineering or other related discipline plus 2+ years of related work experience; or equivalent combination of education and directly relevant work experience.  Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) Certification desired.

Level Specific Responsibilities:  

Under general supervision, plans and conducts Project Controls work requiring judgment in the independent evaluation, selection and adaptation or modification of standard techniques, procedures and criteria.

Responsible for preparing and coordinating estimating, cost engineering, schedule engineering data and resources for the purpose of providing high quality estimates, budgets, cost and schedule analysis and timely, accurate reports for measuring the performance and progress of projects.

Uses project controls systems as the primary tool for executing responsibilities.

Acts as an estimator, cost engineer or a scheduling engineer, under direction from a controls team leader.

 Frequent use and general knowledge of Project Controls practices, techniques, and standards. General application of concepts and principles

 

Grade 24

Education/Experience: Bachelor’s degree in business, finance, project management, construction management, engineering or other related discipline plus 4+ years of related work experience; or equivalent combination of education and directly relevant work experience.  Project Management Professional Certification (PMP) desired.

Level Specific Responsibilities:  

Under minimal supervision, acts as a fully competent Project Controls Engineer in all conventional aspects of the subject matter or the functional area of the assignments. 

Responsible for the coordination and limited direction of estimating, planning and scheduling, cost engineering functions and resources for the purpose of providing high quality estimates, budgets, cost and schedule analysis and timely, accurate reports for measuring the performance and progress of projects.

Assists in the preparation of cost and scheduling procedures for projects.   Responsible for the validity of the project coding structures and work packages in the assigned area. Designs or assists in the design of a work-breakdown structure.  

Complete understanding and application of Project Controls principles, concepts, practices, and standards. 

 

Grade 25

Education/Experience: Bachelor’s degree in business, finance, project management, construction management, engineering or other related discipline plus 7+ years of related work experience; or equivalent combination of education and directly relevant work experience.  Project Management Professional Certification (PMP) desired

Level Specific Responsibilities:  

Under administrative direction, applies an extensive and diversified knowledge of Project Controls principles and practices in assignments and related work.

Responsible for the preparation of project control procedures for projects and the direct support of the project manager in the planning and execution of Projects. Participates in improving techniques for estimating, planning and cost control. 

Develops forecasts and assures that all pertinent information is updated in relation to the present scope of work.

Acts autonomously on smaller projects and may also be responsible for supervising a staff of project controls personnel on larger projects. 

Applies extensive Project Controls expertise and has full knowledge of other related disciplines.

 

Grade 26

Education/Experience: Bachelor’s degree in business, finance, project management, construction management, engineering or other related discipline plus 10+ years of related work experience; or equivalent combination of education and directly relevant work experience.  Project Management Professional Certification (PMP) desired.

 

Level Specific Responsibilities:  

Under management direction, applies advanced Project Controls principles, theories and concepts in assignments and related work.

Responsible for the overall implementation and direction of the estimating, cost engineering, and the planning and scheduling functions to provide services, procedures and methods for the timely and accurate response to client, project management, departmental, and company requirements.

On small or multiple projects the individual may act independently or may direct, as controls team leader, a staff of other project controls individuals. On large projects the individual, as controls team leader, may direct a staff of other project control individuals. On very large projects the individual may report to a controls team leader and may direct a portion of the staff on the project.

Applies advanced Project Controls principles, theories and concepts. Contributes to development of new principles and concepts.
