SDOT has an exciting opportunity for a detailed and people-oriented leader, an Asset Management Advisor (Strategic Advisor 1, General Government), within the Roadway Structures Division SDOT. This position reports to the Portfolio & Strategy Manager . The successful candidate will provide strategic guidance across the division, with core responsibilities that include asset and work management for assets that are overseen by Roadway Structures Division; monitoring compliance in accordance with National Bridge Inspection Standards (NBIS) as well as applicable State and Federal guidelines; and developing internal processes that improve data quality, consistency, and documentation.

The ideal candidate will bring strong analytical and policy development skills, a working knowledge of structural infrastructure systems, and the ability to translate regulatory requirements into effective operational procedures. A solid understanding of quality control and assurance practices is also essential, as this role ensures the accuracy and reliability of inspection data that directly informs maintenance prioritization, funding decisions, and long-term capital investment strategies. Together, these capabilities will advance SDOT’s goals of safety, compliance, and efficient use of public funds.

Position Duties

Essential Duties:

  • Monitor and report on internal processes to support compliance with the National Bridge Inspection Standards (NBIS), providing input on operational policies and recommending process improvements to enhance accuracy, consistency, and documentation of bridge inspection data.

  • Support quality control and quality assurance to ensure high-quality inspection and work management reporting.

  • Monitor, update, and implement Standard Operating Procedures (SOPs) within the Division as needed or in response to regulatory, inspection, work management, or administration changes. Provide recommendations on operational policy adjustments to ensure compliance and consistency across programs.

  • Collaborate with leadership to develop and monitor program budgets and workplans, track performance, analyze variances, and recommend strategic or operational adjustments to ensure accountability.

  • Prepare accurate and timely comprehensive annual reports on asset health and performance metrics, clearly communicating program information and procedural requirements to internal and external stakeholders. Collaborate with stakeholders to integrate asset management strategies into standard operating procedures. Serve as a key contributor to long-term preservation planning for structural infrastructure by analyzing 

  • Inspects data, identifies lifecycle risks, and recommends proactive maintenance strategies.

Minimum Qualifications

Minimum Qualifications:

Education:
  • Bachelor’s degree in engineering, public administration or business administration, or a related field OR an equivalent combination of education, training, and experience that provides the necessary knowledge and skills to perform the duties of the position.

Experience:
  • The ideal candidate will have at least five years of experience in budget development for both capital programs and maintenance operations; three years of experience in asset or work management and bridge inspection monitoring/compliance, or related fields.

Though not requirements, strong candidates will have some of the following experience or are able to describe comparable experience:

  • At least five years of experience working in a public-sector environment, preferably in a municipality of comparable size and complexity.

  • Familiarity with bridge inspection standards (NBIS), quality control and assurance practices, and asset lifecycle planning for structural infrastructure.

  • Successful work experience with enterprise level information systems, preferably PeopleSoft (General Ledger, Accounts Payable, or other modules), and with SDOT specific project management and maintenance systems such as Infor (Work and Asset Management) and Clarity Project Portfolio Management (PPM).

  • Proficiency with Microsoft Office tools (Word, PowerPoint, SharePoint, Excel), including advanced Excel functions (formulas, PivotTables, sorting, data tools).

  • Strong technical, analytical, and critical thinking skills; ability to learn technical material quickly and apply it to policy, program, or operational contexts.

  • Demonstrated ability to work effectively in a multicultural workplace serving a diverse customer base.

  • Ability to work both independently and collaboratively in a hybrid environment, prioritize tasks, and adapt in a fast-paced setting with multiple deadlines.

  • Proven problem-solving skills, including the ability to assess situations, gather and evaluate relevant information, and take appropriate action.

  • Familiarity with, and commitment to, the City of Seattle’s Racial and Social Justice Initiative.

  • This individual demonstrates strong analytical and policy development skills, with the ability to interpret regulatory requirements and translate them into effective operational procedures and the ability to communicate complex technical and programmatic information clearly to both technical and non-technical audiences.

Other Requirements:

  • Work is typically performed in a hybrid work environment in which a minimum of 3 days of work is completed in a City office, and 2 days of work is completed remotely in a regular 40-hour work week.

  • Current Washington State Drivers license or evidence of equivalent mobility.

  • Ability to carry at least 50 lbs.

The City’s full salary range for this job classification is $50.08 - $75.12 hourly.
