About the Department

The City of Richfield is looking for a passionate and motivated individual to lead the Motor Vehicle Division. Located inside City Hall, Richfield offers a limited DMV and passport office, serving customers from all over the metro area.

Under the general direction of the Assistant City Manager, this position is responsible for the planning, supervision and administration of the Deputy Registrar and passport divisions. Ensures employees provide knowledgeable, accurate, equitable and helpful service to customers. Applies all state and local laws, policies and operating procedures.

Position Duties

ESSENTIAL DUTIES

 Motor Vehicle and Passport Operations

  • Supervises and coordinates a state deputy registrar function issuing various forms of motor vehicle and related licensure, and acts as a Federal Passport agent.
  • Supervises the preparation of daily motor vehicle reports, cash summaries and bank deposits.
  • Prepares and audits daily, weekly, monthly summaries of receipts and bank deposits as required by the City. Prepares and audits daily, weekly, and monthly summaries of receipts and bank deposits as required by the Departments of Public Safety and Natural Resources.
  • Supervises and coordinates the processing of passport applications and photos.
  • Serves as primary contact with dealership titling clerks to process title work and Electronic Vehicle Titling Registration (EVTR) transactions. Creates ACH files for dealership payments along with the Lead Licensing Clerk.
  • Supervises the maintenance of all required Deputy Registrar files, records and inventories.
  • Maintains and orders inventory for Motor Vehicle, DNR and Driver’s License areas.
  • Communicates and enforces Minnesota Department of Public Safety, Driver and Vehicle Services Division, and Minnesota Department of Natural Resources polices and operating procedures.
  • Resolves all customer concerns that cannot be accomplished by Licensing Clerks.
  • Provides advice and assistance on complex transactions, meets with Licensing Clerks to view deputy errors, and auditing of the Deputy Registrar.
  • Acts as the primary liaison with the State Department of Motor Vehicles and DNR when conducting difficult transactions and makes final decision when asked questions.
  • Assists staff in processing a wide variety of licensing transactions and passport applications in a manner that reflects the City’s commitment to providing exceptional customer service.
  • Prepares operating budget for the Deputy Registrar Division and has responsibility for monitoring and implementing the adopted budget on an annual basis.
  • Develops and implements accounting policies, internal controls, and administrative guidelines for the issuance of all Deputy Registrar licensing activities.
  • Attends seminars, training sessions, and schooling required by Deputy Registrars across the state and maintains up-to-date knowledge of all pertinent Minnesota State statutes.
  • Appropriately handles confidential data.

 Supervision of Staff

  • Hires and develops staff, assigns duties and responsibilities, and sets performance standards for evaluation of their work.
  • Coordinates efforts to ensure Richfield is an equitable, inclusive and respectful organization and supports the City’s mission, vision and core values.
  • Provides ongoing leadership, direction, support, development and performance management to all direct reports.
  • Supports and enforces City policies, procedures, operations and safety rules.


COMPETENCIES

  • Knowledge of motor vehicle statutes and passport issuance administration
  • Knowledge of the current Minnesota Driver and Vehicle Services System (MNDRIVE).
  • Knowledge of the principles and practices of supervision.
  • Ability to supervise, direct and evaluate the work of others.
  • Experience in high volume service delivery principles, the ability to effectively plan, organize, motivate and direct staff to create and maintain high quality service.
  • Leads the City in a professional manner by engaging in professional interactions with the general public and other outside contacts/constituencies.
  • Demonstrates an ability to understand and respect the diversity of customers and co- workers, effectively communicating with individuals whose first language may be one other than English.
  • Ability to establish and maintain effective working relationships with the public, co-workers and subordinates.

Minimum Qualifications

MINIMUM QUALIFICATIONS

  • An Associates degree in business administration, business management or closely related field or combination of relevant education and experience may be considered.
  • Three years of progressively responsible experience in a Minnesota Deputy Registrar’s office or Licensing functions., including minimum one year of experience using MNDRIVE and including current knowledge of passport requirements.
  • Two years of supervisory experience (Two years of experience providing lead direction to staff may substitute for one year of supervisory experience.)
  • Must possess and maintain a valid class D driver’s license.

 PREFERRED QUALIFICATIONS

  • MN Title Certification
  • Passport Acceptance Agent Certification
  • Experience in preparing a budget
  • Experience working with diverse populations using cultural sensitivity
  • Supervision of a staff of 5 or more
  • Fluency in Spanish, Somali, Vietnamese or other non-English language prevalent in the City of Richfield

  • Ability to occasionally lift and/or move up to 25 pounds.
