The City of Hillsboro is seeking a skilled and community-focused Community and Sports Recreation Manager to lead engaging programs and facilities that foster connection, wellness, and play.
About Hillsboro Parks & Recreation
The Hillsboro Parks & Recreation Department enhances quality of life by providing equitable access to programs, cultural experiences, and safe, welcoming spaces. The department oversees 35 parks, including four fenced, off-leash dog parks, and spraygrounds with fountains and water play features for people of all ages. Hillsboro Parks & Recreation also operates nine recreation facilities and offers hundreds of programs that foster wellness, creativity, and community connection. Within these opportunities Hillsboro parks create collaborations and partnerships that allows community to recreate through sports. Partnerships with Washington County, Hillsboro School District and Tri-met allow for program offering and all age levels.
What You’ll Be Doing
As the Community and Sports Recreation Manager, you'll oversee youth and adult sports leagues, signature facilities like the Tyson Recreation Center and Outdoors In, and the Zone Afterschool Program in partnership with the Hillsboro School District. You’ll provide staff supervision, shape program offerings, and ensure operations meet both safety regulations and community expectations.
Key responsibilities include:
Supervise 3–4 full-time staff and oversee part-time recreation and event personnel
Manage daily operations and programming at Tyson Recreation Center, Outdoors In, and sport leagues
Build and sustain partnerships with the Hillsboro School District and community stakeholders
Evaluate and improve programs based on participation trends and community needs
Recruit, train, and evaluate staff and volunteers
Ensure all facilities and programs meet safety, accessibility, and regulatory standards
Oversee budgets, monitor expenditures, and prepare program reports
Plan, organize, and oversee programs including sports league scheduling, after-school programs, community events, and facility activities
Current and Upcoming Projects
Modernize and expand programs: Lead enhancements to existing sports and recreation offerings while investing in staff development
Strengthen community partnerships: Deepen collaboration with the Hillsboro School District through the Zone Afterschool Program
Refine facility operations: Revise and implement a refreshed operational strategy for the Tyson Recreation Center

You bring operational expertise in recreation, program design, and facility management, paired with proven experience mentoring employees to grow professionally.
Candidates should have community-based experience such as schools, universities, nonprofits, or robust parks and recreation organizations—where you’ve managed sports leagues, coordinated after-school programs, and built strong community partnerships. Your leadership with youth programming and your ability to collaborate across sectors make you an exceptional fit for this role.

Minimum Qualifications
Bachelor’s degree in Recreation Management, Public Administration, Education, or related field
Minimum of five (5) years of experience in parks and recreation program or facility management, including two (2) years of supervisory experience
OR an equivalent combination of education and experience that supports successful job performance
Licenses & Certifications
Valid driver’s license and a safe driving record
CPR, First Aid, and AED certification (required within 3 months of hire)

Anticipated Work Schedule
This is a full-time, exempt position with an anticipated Monday – Friday, 8:00 AM – 5:00 PM shift. Occasional evening or weekend hours are expected based on program and facility needs.
Bilingual incentive pay available:
Employees who can demonstrate the ability to speak Spanish, or any language spoken by over ten percent (10%) of City residents as documented by the most recent U.S. Census, at a proficiency level determined by a fluency test administered by the City, will receive a monthly premium of three percent (3%) of their regular base pay.
