Job Summary: The Wastewater Operations Manager oversees the daily operations, maintenance, and regulatory compliance of the City of Villa Rica’s wastewater treatment facilities and collection pumping systems. This position ensures safe, efficient, and environmentally responsible wastewater management while leading a team of skilled operators and staff. The Operations Manager is responsible for budget oversight, operational planning, staff development, and compliance with federal, state, and local regulations. This position reports directly to the Utilities Director.
Major Duties:
- Manage the operation, maintenance, and repair of all wastewater treatment facilities, and pump stations
- Ensure compliance with all applicable federal, state, and local environmental regulations, including Georgia EPD and EPA guidelines
- Develop, implement, and monitor operational procedures, preventive maintenance programs, and safety protocols
- Supervise, train, and evaluate wastewater staff, promoting professional development and a safe work environment
- Prepare and manage the department’s annual budget, including labor, equipment, and material needs
- Monitor system performance and prepare reports on plant operations, effluent quality, and compliance for City leadership and regulatory agencies
- Coordinate with other City departments, contractors, and consultants to support wastewater infrastructure projects and capital improvements
- Oversee record-keeping, including maintenance logs, regulatory reports, and operational documentation
- Evaluate new technologies and recommend improvements to enhance system efficiency and sustainability.
Knowledge Required by the Position:
- Strong knowledge of wastewater treatment processes, environmental regulations, and safety practices
- Ability to manage personnel, budgets, and complex organizational programs
- Excellent problem-solving, communication, and organizational skills
- Proficiency in Microsoft Office Suite, wastewater management software, use and management of SCADA systems, and use and management of computerized maintenance systems
- Ability to work in emergency or on-call situations, including nights, weekends, and holidays as required
Supervisory Controls: Work is performed under supervision of the Utilities Director.
Guidelines: Guidelines include Federal, State, and local laws, rules, regulations, policies, and procedures pertaining to wastewater treatment and laboratory.
Complexity: The work consists of wastewater laboratory operation and maintenance tasks.
Scope and Effect: The purpose of this position is to provide quality operation of the wastewater treatment facilities and laboratory to ensure compliance with the NPDES permits.
Personal Contacts: Contacts include colleagues, outside laboratories, EPD inspectors, coworkers, contractors, and supervisors.
Purpose of Contacts: Contacts are typically accessed to exchange information, resolve problems and provide services.
Physical Demands: The work is typically performed with the employee intermittently sitting, standing, walking, and bending, crouching or stooping. The ability to distinguish between shades of color is also necessary when performing laboratory analysis.
Work Environment: Wastewater plant environment, working in a laboratory, and working outdoors in inclement weather.
Supervisory and Management Responsibility: All wastewater treatment and utility maintenance staff.
Qualifications
- Bachelor’s Degree in Engineering or related field is required or a combination of education and experience to meet the necessary skill level of the position
- A minimum of five (5) years managerial work experience directly related to the duties and responsibilities specified above
- An extensive background in the maintenance of equipment similar to the equipment found within the treatment facilities
