Position Summary
Under the supervision of the Director of Operations and Procurement, the Quality Assurance Analyst is responsible for analyzing data from the state-mandated Data Management System (CalJOBS) and related systems to ensure accuracy, compliance, and alignment with organizational processes and procedures. This position leads quality assurance activities, including data entry reviews and monitoring, to ensure adherence to compliance and performance standards. The Analyst prepares and presents reports, insights, and recommendations to leadership, supporting continuous improvement and operational excellence. The Quality Assurance Analyst collaborates with internal and external stakeholders to promote a high standard of program performance, documentation accuracy, and process quality. The role also involves maintaining and developing strong partner relationships to enhance coordination and service delivery.
Essential Functions
- Ensure data system compliance through account management, system management and oversight, and training.
- Conduct file and system audits to verify documentation for accuracy, consistency, compliance, and completeness, including but not limited to performance reviews, programmatic monitoring, and data element validation.
- Ensure staff compliance with contractual, policy, and legal requirements under WIOA Title I programming.
- Performs system builds for new Title I: WIOA programs and develop corresponding system processes, including staff training.
- Provide recommendations to management on developing or revising internal procedures and policies to ensure data integrity and best practices in Title I: WIOA performance documentation, data collection, and management.
- Reviews and reports staff compliance data to leadership.
- Utilize databases and technology to track, maintain, and report quality check findings.
- Represent SDWP at community, interdepartmental, interagency and professional meetings.
- Support development and publication of program-specific operations and informational issuances.
- Participate in monitoring activities to identify training and program quality standards are maintained.
- Use databases and other technology to track and maintain quality check findings and reports.
- Provide technical assistance to the Workforce Partnership staff and funded provider/partner staff to include training and best practices.
- Perform other related duties as assigned.
Fundamental Job Requirements
- Bachelor’s degree in business administration, computer science or related field.
- Three to five (3-5) years of Workforce Innovation and Opportunity Act (WIOA) programs and reporting experience.
- Experience working with CalJobs; State of California data management system.
- Experience with reporting, data analysis and compliance; financial or government.
- Ability to interpret, clearly explain and work within governmental statutes, rules, regulations and requirements to drive positive outcomes.
- Ability to multitask, organize and prioritize tasks associated with multiple projects; coupled with excellent written, verbal, and communication skills.
- Computer proficiency, particularly with the Microsoft Office suite, including Outlook, Word, Excel, and PowerPoint.
Desired Requirements
- Master’s degree in business administration or related field.
- Experience with project management tracking, organizing and managing multiple projects in a fast-paced environment. Minimal knowledge of SalesForce

Compensation for this position ranges from $31.36-$43.98.
In the spirit of pay transparency, we are excited to share the base salary range for this position. If you are hired at San Diego Workforce Partnership, your final base salary (within the pay range), will be determined based on factors such as education, knowledge, skills, and experience. In addition to those factors, we believe in the importance of pay equity and consider the internal equity of our current team members when determining any final offer. Please keep in mind that the range mentioned above is the full base salary range for the role. Hiring at the maximum of the range would not be typical in order to allow for future and continued salary growth. We also offer generous benefits and retirement plans.
