Overview:
The Senior Management Analyst position for the Budget Office supports the long-term forecast, annual biennial budget development and ongoing monitoring and analysis for the Watersheds and Safe Clean Water Program operations. This position supports key strategic initiatives in the budget management of a core business function in Valley Water and to implement ends policies E2 (Valley Water provides a reliable, safe, and affordable water supply for current and future generations in all communities served). Additionally, this position would support the maintenance and update of the INFOR, Vena Budget, and other suite of budget tools.

About Valley Water:
Valley Water is a public agency with an operating and capital budget of $964 million, and over 900 employees. With headquarters in San José, Valley Water provides water supply, enhances streams and watersheds through creek restoration and habitat protection, provides flood protection for homes, schools, businesses and roadways, and partners with other agencies to provide trails and open space for the community.
Key Responsibilities include, but are not limited to:
- Annual Biennial Budget Development for the Watersheds Division and Safe, Clean Water Program.
- 10-Year Long-Term Forecast (LTF) process for the Watersheds Division and Safe Clean Water Program.
- Support the maintenance and update of the INFOR, Vena Budget, and other suite of budget tools.
- Ongoing Budget Monitoring and Analysis.
- Special projects as assigned.
Ideal Candidate's Background Includes:
Applicants whose experience and background best match the ideal experience, knowledge, skills, abilities, and education are considered ideal candidates for the position. To determine the top candidates, each applicant will be assessed based on the ideal candidate criteria as listed below.
Ideal Experience:
- 5 years of experience as the lead financial/budget analyst working on an operating and capital budget of $100 million or more.
- Experience supporting a specific business unit or division with all budgetary activities, including developing, monitoring, analyzing, and communicating budget items.
- Experience with process improvements and collaborating with others to implement solutions.
- Experience working with ERP systems and budget software.
Ideal Skills and Abilities:
- Strong proficiency in Microsoft office suite.
- Ability to work independently, take the lead on the assigned functional area and build strong rapport with key stakeholders ranging from executive management to administrative staff.
- Strong communication skills, both orally and written.
- Proven ability to prepare documentation and present/train others and engage the audience in a public speaking forum.
- The ability to present to the Board, members of the public, and internal stakeholders.
Ideal Knowledge:
- In-depth knowledge of CA local government policies and principles of budget preparation, monitoring, analysis, forecasting, and accounting/budgetary reconciliations.
Ideal Training and Education:
Bachelor’s degree in Accounting, Finance, Financial Management, Economics, Business Administration.
Substitution
Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.
Position Duties
Budget & Financial Analyses Unit
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.
This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.
