Participates in the planning, development, and administration of the utility’s Enterprise Geographic Information System (GIS), with a focus on spatial analytics, data integrity, system integration, and enterprise automation. Promotes the adoption of modern Enterprise GIS architecture and best practices across the organization. This advanced-level technical position is responsible for performing complex spatial data analysis, developing and deploying automated geoprocessing workflows, and implementing system integrations between GIS and key business systems. Oversees the configuration, optimization, and maintenance of ArcGIS Enterprise components and enterprise geodatabases to ensure high availability, performance, and scalability.   Reports directly to the Geospatial Technology Manager.

Position Duties

(NOTE:   There are also secondary functions, which the employee will be required to perform.)

Geospatial Analysis and Programming (50%)

Interpret and analyze spatial relationships to extract meaningful insights from geographic data using GIS analysis and tools.

Create and maintain Python scripts for automating data workflows, ArcGIS Enterprise administration tasks, and integration with external systems.

Build Arcade expressions to enhance web map functionality for visualization, attribute rules, labeling, pop-ups, and smart forms in ArcGIS apps and web apps.

Automate routine and complex workflows using programming languages (e.g. Python, SQL) and ETL tools (e.g. FME) to improve efficiency, consistency, and productivity

Design and manage FME workflows for spatial ETL, scheduled data syncs, and integration between GIS and business systems (e.g. ArcFM Responder, Cogsdale, AMI, enterprise databases)

Develop and maintain custom GIS web applications using the ESRI JavaScript API to support field operations, engineering analysis, and internal dashboards.

System Administration (25%)

Define current capabilities and identify opportunities that align with the geospatial strategy in developing and implementing the organizations Enterprise GIS, including conceptual architecture, hardware specifications, and software infrastructure plans, to support the innovation of geospatial solutions.

Research and understand the technology, software, and license offering from ESRI and other software vendors by staying current with industry trends and new developments to design a robust GIS infrastructure that is highly available, optimized, secure, and can scale with usage over time.

Lead in the development and maintenance of ArcGIS Enterprise (Portal, ArcGIS Server, Data Store) architecture, servers, software, and associated components, including installations, upgrades, and patch management.

Deploy best practices for administering Portal for ArcGIS involving user management, content, sharing settings, and security policies to support collaboration and access across the organization. 

Monitor system health and performance using ArcGIS Monitor, tracking server load, service usage, and resource availability to optimize GIS infrastructure.

Administer and optimize ArcGIS Enterprise architecture, including server performance, redundancy, security, and system availability.

Document system administration processes related to maintenance, configuration, and troubleshooting of GIS hardware, applications, and infrastructure.

Assist in developing best practices, training materials, and communication plans to leverage the most value of enterprise resources throughout the organization.

Maintain relationships with IT personnel to improve efficiency, ensure high availability, performance tuning, troubleshooting, and cybersecurity of the ArcGIS Enterprise platform.

Database Management and Support (25%)

Administer and maintain enterprise multi-user geodatabases (SQL Server, PostgreSQL) ensuring data integrity, performance, and security, including versioning, archiving, replication, and maintenance.

Provide support in maintaining SQL Server geodatabases and other supporting databases, such as Responder OMS, and their use in GIS desktop and web applications.

Tune and monitor the enterprise geodatabases to ensure high availability, performance, capacity, security, and optimization.

Provide support in the stages of database-related deployments, upgrades, tests, and validations.

Experience with ArcFM database configurations for the ArcFM product suite (e.g. ArcFM Designer, Feeder Manager, Fiber Manager, and Responder) is desired.

Minimum Qualifications

Graduation from an accredited four (4) year college or university with a Bachelor’s Degree in Business, Geography, GIS, Computer Science, or related field and five (5) years of experience in GIS development, spatial analysis, GIS system administration including enterprise GIS and geodatabase management.  Experience in the utility industry and GISP certification preferred.

A comparable amount of training and experience may be substituted in lieu of some of the minimum qualifications.  

Other Qualifications

ESSENTIAL KNOWLEDGE, ABILITIES AND SKILLS

Considerable knowledge of and proficiency in:

Software

  • ESRI software product suite, including ArcMap, ArcGIS Pro, ArcGIS Server, Portal, ArcGIS Notebooks, ArcGIS Geoevent Server, ArcGIS Monitor.
  • Geoprocessing tools, queries, and spatial logic to analyze patterns, relationships, and trends in geographic data.
  • Schneider Electric’s product suite, including ArcFM, Fiber Manager, Designer, Responder, and Wavepoint is desired.

Programming Languages

  • Programming and scripting languages such as Python, Arcade, JavaScript, C#, etc.
  • FME product suite (FME Workbench and FME Flow) and/or other advanced ETL workflows.

System Architecture

  • ESRI enterprise platforms ArcGIS Online and ArcGIS Portal, including Experience Builder, Operations Dashboards, and deploying custom apps and widgets.
  • Understanding of internet and web technologies that enable web-based applications including, HTML, CSS, JSON, XML, TCPIP, Web servers, firewalls, digital certificates, etc.
  • Architecture of an on-premise Enterprise GIS including hardware, software, services, data repositories, and IT security concepts.
  • GIS database administration of relational database management systems (RDBMS), including Microsoft SQL Server databases with strong knowledge in structured query language (SQL).
  • Principles and practices of an electric distribution system, water/wastewater distribution system, gas distribution system, and fiber communication system is desired.

  • Establish effective working relationships through skillful listening, verbal and written communication.
  • Maintain current knowledge of new and emerging trends in geospatial technology.
