We do this by aligning the voice of our small business members with advocacy for change in federal policy that will make the government market more accessible to small businesses and the commercial technology ecosystem.

The Channel's founding Technical Board Members include former government leaders and IT executives passionate about bringing best-of-breed technology to the government.

We are seeking a skilled and experienced BPA Contract Manager to join our team!


Key Responsibilities

·         Serve as the corporate representative authorized to make commitments on behalf of the contracting organization for all administrative and technical matters related to BPA performance.
·         Administer and supervise all contract personnel assigned to BPA orders, ensuring compliance with all performance, reporting, and security standards.
·         Oversee subcontracting agreements, ensuring proper management, performance tracking, and compliance with contract requirements.
·         Collaborate closely with the COR and BLS management to ensure all contractual deliverables are met in accordance with established timelines and performance objectives.
·         Act as the primary liaison between Task Order contractor personnel and the COR, facilitating effective communication and issue resolution.
·         Address and coordinate technical, financial, and administrative matters with the COR and designated Government personnel to ensure smooth and transparent contract execution.
·         Ensure all BLS security and confidentiality requirements are met for new hires and current contract staff, including the collection of signed Agency Agreements and credentialing documentation.
·         Develop, implement, and maintain performance metrics to analyze staffing levels, skill alignment, and hiring efficiency across multiple projects.
·         Monitor and manage contract budgets, schedules, and staffing plans, ensuring resources are appropriately allocated across all active projects.
·         Provide strategic oversight and decision-making on behalf of the company to maintain client satisfaction and contract compliance.

Required Qualifications

·         Extensive experience managing software development and administrative contracts involving at least 10 concurrent projects or task orders.
·         Demonstrated success in contract planning, budgeting, staffing, performance monitoring, and task control.
·         Proven ability to hold corporate decision-making authority and engage effectively with government clients and stakeholders.
·         Experience developing and managing performance metrics and analytical reports related to staffing, requirements fulfillment, and performance outcomes.
·         Strong leadership, communication, and organizational skills with the ability to manage complex, multi-faceted contracts.
·         Security compliance experience and familiarity with federal contract confidentiality requirements.

Preferred Qualifications

·         Bachelor’s degree (or higher) in Business Administration, Contract Management, Project Management, or related field.
·         DAWIA or FAC-C certification (or equivalent) preferred.
·         Prior experience working on federal government contracts or with the Bureau of Labor Statistics (BLS).
·         Proficiency in project management and performance tracking tools.

Key Responsibilities

The BPA Contract Manager (BCM) serves as the primary corporate representative responsible for all administrative, technical, and contractual matters under the Blanket Purchase Agreement (BPA). This individual holds full authority to make commitments on behalf of the contracting organization and ensures that all contract activities are executed efficiently, compliantly, and in alignment with client requirements.

The BCM will act as the key liaison between the contracting company, the Contracting Officer’s Representative (COR), and Bureau of Labor Statistics (BLS) management to ensure the successful performance of all orders and the delivery of high-quality services.
