Your Opportunity 

We are seeking a highly experienced Program Controls Delivery Lead to oversee program and project controls across complex infrastructure and capital improvement programs. This is a unique opportunity to lead transformative programs that shape communities and infrastructure nationwide. Your Key Responsibilities

  • Lead the development and implementation of project controls systems, tools, and processes across large-scale programs.
  • Provide strategic oversight of cost, schedule, risk, and performance metrics for multi-billion-dollar capital programs.
  • Collaborate with executive leadership, stakeholders, and project teams to ensure alignment with organizational goals and regulatory requirements.
  • Serve as a subject matter expert in Primavera P6, eBuilder, SharePoint, PowerBI, and other PMIS platforms.
  • Guide teams through all phases of the project lifecycle, from planning and procurement to execution and closeout.
  • Mentor emerging professionals and promote a culture of continuous improvement and innovation.
  • Coordinate multiple funding sources including federal grants, bonds, and tax revenues.
  • Develop and deliver custom training programs tailored to user roles and organizational needs.
  • Support change management and organizational transformation initiatives.

Qualifications

  • Commitment to safety culture to ensure personal safety and that of fellow employees by following company health and safety guidelines and policies.
  • Commitment to adhering to and enforcing internal Company processes and policies such as business and contracting rules.
  • Desire to be a part of a large global engineering company, and to work with teams in other offices around the world.
  • Experience in developing and updating cost and resource loaded schedules using Primavera P6, Microsoft Project and other database programs, web-based tools and spreadsheets.
  • Experience in project management systems and software including Primavera, e-Builder, PMWeb, Aconex, or similar, with integrating project management systems with ERP systems including Oracle and JD Edwards.
  • Experience in mapping complex business processes and developing efficiencies using Visio.
  • Experience in development of Work Breakdown Structure (WBS), scheduling and schedule analysis, cost estimating and cost control, budget development, reporting and record/document control.
  • Experience in the implementation of integrated PMIS platforms across multi-agency programs.
  • Experience in the municipal sector in areas of public works, utilities, transportation, and industry and on multi-sector programs is preferred.
  • Experience in multiple project delivery models:  design-bid-build, design-build, CMAR, and alternative delivery methods.
  • Experience in the development of governance structures and program management plans.
  • Experience with federal compliance and reporting requirements.

 

Education and Experience

  • Bachelor’s degree in Engineering, Environmental, Construction Management, or applicable years of demonstrated experience.
  • Minimum 15 years of progressive experience in program/project controls, leading teams and overseeing programs exceeding $1B in value in infrastructure, water, energy, transportation, and environmental sectors.
  • PMP Certification is an asset.

Pay Transparency: In compliance with pay transparency laws, pay ranges are provided for positions in locations where required. Please note, the final agreed upon compensation is based on individual education, qualifications, experience, and work location. At Stantec certain roles are bonus eligible.
