The Charlottesville Department of Social Services is seeking qualified candidates to join our team in the position of Self-Sufficiency Specialist who are highly motivated and who strive for success by demonstrating Charlottesville's Core Values of Commitment, Integrity, Respect, Innovation, and Collaboration.
The Self-Sufficiency Specialist performs difficult professional and responsible administrative work in the support and assistance of agency clients with employment services educational and training needs, job finding, community work experience projects, vocational rehabilitation needs through the coordination of Benefit Programs and a local Employment Services Program with the goal of reaching self-sufficiency; performs related tasks as required. This position may be eligible for full or partial telework, certain in-person meetings, training, and other in-person job tasks will be required
The preferred hiring amount is between $23.65 - $30.30 an hour ($49,192.00 - $63,024.00 Annually). Starting offer is based on applicable education, experience, and internal equity. This is a full-time, non-exempt, position which provides excellent benefits including 13 paid holidays plus 1 floating holiday, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, City's retirement options, gym membership reimbursement (up to $34 a month), tuition reimbursement (up to $3,000 per fiscal year), and continuing education/training opportunities.

- The City of Charlottesville manages its own retirement system and does not participate in VRS, however the City has a Portability Agreement with VRS and there are certain provisions that must be met. Position Duties
- Promotes and facilitates the local Employment Services program, coordinates with employment, vocational training, rehabilitation agencies and schools, determines eligibility for employment services and sanctions clients where appropriate.
- Develops employment plans with clients, utilizing job search, work experience, education and training solutions to employment barriers and oversees employment search, job entry and retention.
- Makes assessments of clients' strengths and needs in areas such as family support, health, housing, income, employment, day care and education; and develops individual service plans for problem resolution and attainment of self-sufficiency goals.
- Makes referrals and provides services and counseling to clients, including crisis intervention, reassesses clients at prescribed intervals.
- Analyzes information received, performs job development, job placement, work site development, work site placement and job support and follow up.
- Assesses need and authorizes funding for employment related support activities.
- Participates in team activity such as goal setting, problem solving, case staffing, establishing policy and procedures work scheduling and evaluating team effectiveness and client success.
- Represents the department and interprets agency programs to Employment Services and other staff, other agencies, community groups and associations, develops community resources, makes public presentations.
- Recruits employers and non profit agencies to train and hire clients in paid positions and in the community work experience program.
- Develops and delivers group training courses for job readiness training and life skills.
- Performs related tasks as required.
Minimum Qualifications
Minimum Qualifications:
- High school diploma or GED supplemented with additional training and related work experience or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
- Experience in social work, vocational or other counseling field.
- Experience working with low income individuals facing multiple barriers to employment.
- Possession of a valid driver's license issued by the Commonwealth of Virginia or qualified and able to obtain a valid VA driver's license prior to beginning the position.
- College degree preferred.

A pre-hire background check will be conducted on all candidates who are selected for employment with the Department of Social Services. It will include a criminal record check and a child abuse/neglect registry search. Additionally, a driving record check and education verification may be conducted if applicable.
