The New Jersey Turnpike Authority (NJTA) is a state agency responsible for maintaining the New Jersey Turnpike and the Garden State Parkway - two of the busiest toll roads in the United States. The NJTA is dedicated to the safe and efficient movement of people and goods along their toll roads. Every day, the Authority’s highways provide the safest, quickest, and most convenient routes for hundreds of commuters, truckers, and recreational travelers.

POSITION:
The NJTA is currently seeking applications for a Manager of DevOps Services position in our ITS department located at our Woodbridge, NJ headquarters building.

Under the general direction of the Deputy Chief Information Officer, the Manager, DevOps Services will lead the DevOps team to deliver on the strategic vision for automation, software development, and infrastructure operations. This role is key in ensuring the seamless deployment of applications, enhancing the scalability and reliability of the Authority’s software portfolio, and aligning DevOps practices with organizational goals. The Manager, DevOps Services will work closely with both development and operations teams to enhance operational efficiencies across cloud and on-prem environments, guiding the team through the entire software lifecycle, while continually optimizing development processes, to ensure the functionality, stability, security, and expandability of the DevOps portfolio, which commensurate with the Authority’s goals and requirements.

 

RESPONSIBILITIES:
1.    Lead and mentor the DevOps team, offering clear guidance, professional development, and performance evaluations.
2.    Cultivate a collaborative and growth-oriented team environment that emphasizes accountability and ownership.
3.    Establish and enforce best practices, standards, and processes for the DevOps team.
4.    Oversee the design and upkeep of high-quality CI/CD pipelines to ensure rapid, reliable, and secure software delivery.
5.    Champion automation initiatives to minimize manual efforts and optimize processes like provisioning, configuration management, and monitoring.
6.    Implement and manage comprehensive monitoring, alerting, and logging systems to maintain high system availability and fast incident resolution.
7.    Continuously assess and improve infrastructure performance, scalability, and cost efficiency.
8.    Lead incident response efforts, ensuring minimal downtime and efficient issue resolution.
9.    Conduct root cause analyses (RCAs) and institute preventive measures for recurring problems.
10.    Collaborate with cross-functional teams and business stakeholders to understand requirements and deliver impactful solutions.
11.    Provide regular and clear updates to stakeholders on DevOps progress, performance metrics, and future initiatives.

MINIMUM QUALIFICATIONS:
1.    Bachelor’s degree in computer science or a related field.
2.    5+ years of experience in a supervisory or managerial position within DevOps teams.5+ years of experience in DevOps, system and application support, or cloud engineering.
3.    5+ years of experience in software development in Windows or UNIX. 
4.    Strong experience with administration and command-line tools in Windows and UNIX.
5.    Hands-on experience with CI/CD tools (Jenkins, GitHub Actions, Bitbucket Pipelines).
6.    Experience with C/C++, Java, JavaScript, Python, HTML, CSS, SQL.
7.    Understanding of networking concepts, system reliability, and security best practices. 
8.    Familiarity with cloud platforms and containerization tools such as Docker and Kubernetes.
9.    Strong analytical, problem-solving, and logical troubleshooting abilities.
10.    Ability to work in a collaborative environment and communicate technical concepts effectively.
11.    Possesses a valid New Jersey driving license.

 
BENEFITS & PAY:
This position will be located at the headquarters building, located in Woodbridge, NJ. Toll-free commutation is available for employee travel to and from work on the NJ Turnpike and Garden State Parkway.


This position is represented by AFSCME Local 3914. Members will receive an annual increment (PIP) to their base salary per the guidelines of the CBA. All Local 3914 NJTA full time employees are also entitled to participate in the following benefits per the guidelines of the collective bargaining agreement: Medical, dental, vision, and prescription insurance on first day of employment; Enrollment in the NJ Public Employee Retirement System (PERS) if eligible; PERS Life Insurance and PERS Supplemental Life Insurance; Group Life Insurance; Worker’s Compensation Insurance; 457(b) Deferred Compensation plan; Time off including holidays, vacation, sick, personal, leaves of absence, and other pre-approved days after applicable waiting periods.


This position is eligible for flex time hours upon meeting the requirements outlined in the Authority’s policy and at the Authority’s ultimate discretion. Additionally, this position is eligible for telework upon meeting the requirements outlined in the Authority’s policy, such as performance expectations and applicable waiting periods, and at the Authority’s ultimate discretion. Flex time and Telework is not guaranteed.
