The Lead Program Manager / Capture Manager leads the development and execution of capture strategies for North Wind’s Test Facility Development and Operations businesses. Reporting to the Vice President of Growth, this role manages the full opportunity lifecycle—from qualification and shaping through capture and program execution. Responsibilities include bid strategy, solution development, pricing, and positioning in partnership with technical experts and leadership to align with customer needs and company goals. The position blends market research, relationship building, proposal development, and negotiation to drive revenue growth. The Program/Capture Manager collaborates with cross-functional teams to ensure effective pursuit and seamless transition to operations and engages directly with customers while representing North Wind at industry events.


Responsibilities:

  • Lead North Wind’s Test Facility Development and Operations capture strategy and execution for priority pursuits
  • Work across North Wind to identify, pursue, and secure new business opportunities. 
  • Collaborate directly with major government agencies, OEMs, and commercial enterprises to showcase North Wind’s value, capabilities, and industry expertise.
  • Coordinate with management to assist grow the designated core customer base from a retention and growth standpoint. 
  • Lead the development of strategic project proposals and coordinate collaboration, teaming, and agreements with external partners and stakeholders.
  • Execute an established business development plan that defines clear direction, milestones, and actions to drive sustainable, profitable growth in alignment with the company’s strategic objectives. 
  • Provide timely and accurate input for revenue and profit forecasts. 
  • Professionally represent the company at various business conferences, trade shows and community events.

Preferred Education / Experience:

  • Bachelors in an engineering or related discipline
  • 10+ years’ experience in program management or business development 
  • A combination of education and experience equivalent to above
  • Experience in Department of Defense programs including test and evaluation, 
  • Previous experience working Other Transaction Authority (OTA) contract vehicle type

Preferred Knowledge / Ability: 

  • Knowledge of US Government acquisition regulations, contract types, and procurement
  • Familiarity with Federal Government online solicitation tools and platforms
  • Proven track record of meeting Business Development/Sales objectives in a technical consultative selling environment
  • Strong working knowledge of government & commercial contracts; ability to navigate landscape in both arenas and effectively communicate market 
  • Strategic thinker, passionate about driving growth, customer management/relationship building skills 
  • Superior verbal and written communications skills; expertise in writing documents and presentations in a highly dynamic environment   
  • A self-starter, risk taking, highly innovative individual with strong organizing and time management skills to handle multiple priorities, responsibilities and customer needs.
