About the Department
Position Duties
Typical duties performed, include, but are not limited to oversight of daily operations to ensure alignment with departmental objectives and organizational priorities. Dependent upon service area, may manage and direct staff to maintain efficient workflows, ensuring productivity and high-quality outcomes. Develop, implement, and evaluate operational strategies, procedures, and best practices to improve efficiency and effectiveness. Monitor performance metrics and identify opportunities for process improvement. Collaborate with leadership and cross-functional teams to support departmental initiatives. Perform other job-related duties as required.
Minimum Qualifications
Bachelor’s degree required. Substitution: Two (2) years of any equivalent combination of education, training, and experience may substitute for each year of college education lacking. Six (6) years of full-time management experience required. Four (4) years of demonstrated leadership experience. Strong critical thinking and analytical skills, with the ability to identify process inefficiencies and implement effective solutions. Excellent written and verbal communication skills. Valid State of Ohio Driver’s License required.

Duties
Under direction of the Commissioner of Innovation and Technology, the Administrative Manager is responsible for providing strategic leadership and oversight to the IT Network Manager and the Data Center/Compute Manager. This role will be responsible for ensuring that the IT infrastructure, applications, and services effectively support operational efficiency and service delivery across the City. This position will lead the development, execution and continuous improvement of the City’s IT strategies, working closely with the Commissioner, Director and Chief Information Technology Officer. Performs other job-related duties as required.
Preferred Qualifications
High School Diploma or GED required. An Associates Degree in Information Technology, Computer Science, Network Engineering or related field from an accredited college, university or vocation school is required. A Bachelor's Degree is preferred. Ten years of progressively responsible IT management experience, including at least 5 years in a leadership role overseeing a large IT division in a government, public safety or public sector. Demonstrated experience leading complex IT initiatives, including network infrastructure, enterprise systems, cybersecurity, cloud technologies and service management in a mission-critical environment. Proven success in managing large-scale projects and interdepartmental collaborations, particularly in the context of public safety or government technology services. Strong communication, documentation ability, leadership, problem-solving, the ability to work in teams and organizational skills are needed. Must be able to lift and carry a minimum of thirty pounds. Valid State of Ohio Driver’s License required.
Additional Duties and Tasks
· Strategic Leadership & Vision
- Provide executive-level leadership and direction for Network and Data Center Compute IT functions
- Develop and implement a comprehensive IT strategy and roadmap, ensuring technology decisions reflect transparency and accessibility while also prioritizing security and compliance.
- Serve as the primary IT advisor to executive leadership on all matters concerning systems modernization and IT operations.
IT Operations & Infrastructure Oversight
- Oversee all aspects of the City’s IT operations, including network infrastructure, systems administration, cloud services, and service desk support.
- Ensure that mission-critical systems, data platforms, and applications are secure, highly available, and performant, meeting both operational and regulatory requirements.
- Lead efforts to modernize the City’s technology environment through initiatives that support business continuity, disaster recovery, and efficient service delivery.
Project & Portfolio Management
- Lead the planning, execution, and delivery of complex technology projects, ensuring adherence to scope, timelines, budget, and performance objectives.
- Establish and manage a comprehensive project portfolio that prioritizes initiatives based on agency needs, technology risk assessments, and regulatory mandates.
- Collaborate with program leaders, interdepartmental partners, and IT teams to ensure that technology solutions meet the operational needs of the City and facilitate data-sharing with other City Departments in a secure and efficient manner.
Vendor & Contract Management
- Direct the procurement, management, and performance oversight of IT vendors, contractors, and service providers to ensure service delivery excellence.
- Oversee the development of IT contracts and ensure compliance with city procurement policies, including software licensing, hardware acquisition, and vendor performance standards.
- Monitor and optimize IT vendor performance and negotiate contracts to ensure favorable terms and cost-efficiency.
Team Development & Leadership
- Lead, mentor, and develop a high-performing Network and Data Center/Compute IT team, including system administrators, network engineers, and service desk staff.
- Foster a culture of innovation, continuous improvement, and accountability within the IT staff.
- Ensure that all team members are adequately trained and prepared to meet the City's evolving technological and operational needs.
