About the Department
The Kings County Library is seeking a creative, enthusiastic Librarian I/II with a passion for working with outreach to the community. This full-time position offers the opportunity to serve at the Hanford Library and other branches throughout the county, including Lemoore, Corcoran, Avenal, Kettleman City, and Stratford. Candidates must be flexible to work days, evenings, and weekends. There is one (1) full-time Librarian I/II position, depending on qualifications. Future vacancies may be filled from the eligible list to be established. The expected life of the eligible list is six months.

Receives general supervision (Librarian I) or direction (Librarian II) from assigned supervisory or management personnel. Exercises direct supervision over technical and administrative staff.
Librarian I: This is the entry-level classification in the Librarian series. Initially under close supervision, incumbents provide assistance and service to patrons while learning the library collection, policies, procedures, and operations. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the II-level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.
Librarian II: This is the fully qualified journey-level classification in the Librarian series. Positions at this level are distinguished from the I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
Positions in the Librarian I-II class series are flexibly staffed and positions at the II-level are normally filled by advancement from the next lower level, after gaining the knowledge, skill, and experience which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class.
Position Duties

Some duties, knowledge, skills, and abilities may be performed in a learning capacity for entry-level (I Level) positions.
- Plans, develops, and implements specialized services and programs for children, teens, and adults to promote reading and lifelong learning or to meet specific group needs, including giving book talks, conducting book clubs, and telling/reading stories; performs highly responsible library services in specific area(s) of expertise, which may include children’s services, youth services, adult services, digital, and technical services.
- Participates in developing and implementing goals, objectives, policies, procedures and work standards for assigned area of responsibility, function, or branch; suggests changes and improvements to library policies.
- Directs the work of library staff and volunteers in the area of program responsibility; provides training, work review, and performance evaluation; organizes and assigns work, sets priorities, and follows up to ensure coordination and completion of assigned work; ensures sufficient staff coverage for assigned library branch activities and services.
- Reviews, evaluates, and selects materials for addition to or deletion from the library collection.
- Classifies and catalogs books and other materials using the Dewey Decimal System, Library of Congress Subject Headings, On-line Computer Library Center (OCLC) and other resources.
- Assesses patron needs and advises them in making effective use of library resources and services; answers reference questions accurately using a variety of print, electronic, and other sources; provides assistance with accessing the full range of Library materials, programs, and services.
- Develops and maintains positive and productive community relationships and partnerships; develops, recommends, and implements community outreach and engagement programs, services, and activities.
- Supports the day-to-day operations of the Library Department in collaboration with management; empowers and supports library staff to deliver effective, high quality library services.
- Provides support to Library Assistants for all circulation and day to day library tasks.
- Prepares subject reading lists and resource bibliographies; develops and maintains special files and collections; prepares effective displays and other visual material.
- Monitors and administers assigned budgets including forecasting needs for equipment and materials, monitoring expenditures, and implementing procurement activities.
- Participates in professional development activities, including attending workshops, continuing education programs, and regional or state library association activities.
- Creates digital content and community outreach materials; updates and maintains the library website and social media accounts.
- Makes presentations to school and community groups regarding library programs and resources; provides outreach service to communities.
- Designs, promotes, and presents a variety of programs for youth within the community.
- Drives mobile library.
- Stays abreast of trends and innovations in the fields of technology management and administration as they relate to Library services, programs, and operations; recommends modification to Library Department practices accordingly.
- Oversees grant-funded programs including grant reporting and implementation; may lead or participate in the preparation of grant proposals; develops and assists with required grant documentation.
- Represents the library in community workshops and meetings with community groups and the public.
- Provides for facility upkeep and maintenance; assumes responsibility for securing Library facilities and equipment.
- Recruits, trains, and oversees volunteers.
- Provides training to less experienced staff and volunteers as assigned.
- Performs related duties as assigned.
Minimum Qualifications

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
EDUCATION AND EXPERIENCE
Education:
- Librarian I: Equivalent to a master’s degree from an American Library Association (ALA) accredited college or university in Library Science; OR bachelor’s degree from an accredited college or university in any discipline and completion of at least sixteen (16) semester units toward a master’s degree in Library Science.
- Librarian II: Equivalent to a master’s degree from an ALA accredited college or university in Library Science.
Experience:
- Librarian I: Two (2) years of experience working in a public contact, service-oriented position that demonstrates the ability to provide information about a variety of topics.
- Librarian II: Two (2) years of increasingly responsible experience at a level equivalent to the classification of Librarian I with Kings County.
LICENSES AND CERTIFICATIONS
Licenses:
- Possession of a valid California driver’s license issued by the Department of Motor Vehicles at the time of appointment.
Qualify for security clearance through a background investigation and fingerprint check. Ability to work irregular hours, including evenings, weekends, and holidays and the ability to travel within and outside the County. Ability to drive mobile library.
