JOB SUMMARY:
The Juvenile Court Director is responsible for directing and managing all operations of the Juvenile Court in coordination with and general direction of the Judges of Juvenile Court.
ESSENTIAL DUTIES:
- Serves as the Clerk of Juvenile Court. Directs and manages all of the Office of Clerk of Juvenile Court.
- Responsible for recruiting and selecting staff.
- Supervises, monitors, evaluates, trains, and manages staff.
- Directs, manages, and monitors financial operation of the Court, maintains oversight over fund balance of fiscal budget in addition to preparing and submitting data and financial.
- Development and management of the Juvenile Court’s annual budget, in addition to tracking revenues and expenditures throughout the fiscal year.
- Provides monthly data on Court expenditures to Judges, including attorney billable time
- Serves as Grant director for Juvenile Court: serves as contact for Finance, responsible for identifying grant opportunities, preparing all grant applications, and manages awarded grant funds. Prepares and submits data and formal reports.
- Oversees Deputy Clerks in the operations of the clerk to ensure compliance with laws regarding Juvenile Court records (responsible for maintenance of Juvenile Court records, all pleadings filed, reporting of disposition to outside agencies as required by law).
- Serves as the billing specialist and is responsible for review of attorney invoices and communication with attorneys on all billing issues.
- Serves as the principal liaison with Judges, Court personnel, vendors, federal, state and local court government and grant agencies.
- Conducts weekly staff meetings and oversees docketing schedule.
- Implements new programs to improve the operation of all divisions of the Court.
- Identifies organizational problems and recommends procedural and administrative changes.
- Issues and signs all summonses and subpoenas under authority of the Court and attach all seal thereto when necessary.
- Maintains and preserves all records, including evidence, in Juvenile Court.
- Prepares and transmits copies of court records to proper appellate courts upon notification that a case has been appealed. Upon transfer of case to criminal prosecution as an adult, forwards a copy of all court documents to the office of the prosecuting attorney.
- Acts as a clearing house for the release of information to the media.
- Maintains training requirements of Clerk of Juvenile Court and Court Administrator.
- Responsible for Annual Caseload reporting to the AOC.
- Performs other duties as assigned by Juvenile Court Judges.
Minimum Qualifications:
- Bachelor’s degree in Criminal Justice, Business Administration, Public Administration, or related field (Master’s Degree preferred)
- Extensive experience in communicating with senior level government officials
- Five years of experience supervisory experience
KNOWLEDGE, SKILLS AND ABILITIES:
Comprehensive knowledge of standard accounting procedures and fiscal management.
Extensive knowledge of general fiscal operating practices and systems.
Skill in maintaining bank accounts with large volume of transactions.
Skills in analysis and balancing of bank account configuration and structure.
Demonstrated proficiency in executive level communication.
Knowledge of developing and administering operations and staff plans and objectives for the expedience and effectiveness of specific duties of the position.
Knowledgeable and proficient in the supervision of court operations.
Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.
Knowledge of how to keep abreast of any changes in case laws, judicial rulings, policy, methods, operations, budgetary and equipment needs, etc., as they pertain to departmental operations activities.
Skills in supervisory, interpersonal, leadership, planning, management and communications.
Ability to develop and implement long-term goals for the department in order to promote effectiveness and efficiency.
Ability to maintain effective Juvenile Court Accounting Tracking System (JCATS) and records maintenance.
