About the Department

The Senior Management Analyst provides professional-level administrative support to the Fire and Medical Department. Acquires, analyzes, and utilizes data to generate reports, recommendations, justifications, and presentations. Conducts independent research studies and makes recommendations regarding complex administrative projects and problems. Advises on department budgets, the capital improvement plan, develops recommendations, and coordinates the budget and fiscal activities of the department. Assists in developing systems and procedures to lower operating costs or increase efficiency. Provides guidance and support on procurement-related activities and manages and coordinates contracts for all commodities and services.

Position Duties

Manages municipal procurement processes for the Department. Coordinates procurement activities from initiation to completion. Collaborates with staff to identify contract needs and ensure efficient procurement and implementation. Performs both routine and complex administrative duties related to formal and informal bidding processes. Provides guidance and support for general purchasing activities related to departmental purchase orders. Ensures compliance with established procurement policies and procedures.

Prepares budget documents and supports the development, projection, and monitoring of the Fire & Medical Department’s budget.

Coordinates and conducts in-depth research for special projects; gathers data on operational and administrative issues, performs comprehensive analyses, and develops recommendations on policy matters.

Serves as lead for the Department’s customer service and administrative functions; supervises the Administrative Specialist and Management Analyst.

Develops and updates policies and procedures governing the procurement and contract administration of materials and services for the City. Assists the Department in managing and monitoring contracts to ensure compliance, effectiveness, and alignment with departmental needs. Ensures all contracts are properly executed, maintained, and managed in accordance with established terms and conditions.

Minimum Qualifications

Bachelor’s Degree in public administration, accounting, business management, or a related field.

Five (5) or more years of progressively responsible experience in a municipal government environment, including experience supporting municipal administration objectives, developing and managing departmental and divisional budgets, and general procurement processes.

Experience with Microsoft Office (Word, Excel, PowerPoint, Access) and other relevant software applications is required.

Valid Arizona Operator Driver’s License.
