Plant Supervisor- Water Reclamation:
Under the direction of the Wastewater Superintendent, provides management and operational supervision for the Indian River County Department of Utility Services (IRCDUS) Water Reclamation Facilities. Supervises and gives technical direction related to the 24/7 maintenance and operation of the Water Reclamation Facilities and related infrastructure. The position develops division policies, administers the division’s operational and capital budget, and approves and controls division expenditures. Responds to inquiries from the public, resolves issues, and represents the division at public meetings as required. This position requires considerable judgment, being highly organized, and detail-oriented.
Position Duties
- Supervises the work of assigned personnel; delegates and reviews work assignments; trains and evaluates employees, and provides progressive discipline if needed.
- Provides direct supervision of Water Reclamation staff, Electrical Maintenance staff, and Mechanical Maintenance staff assigned to the facility.
- In collaboration with the Wastewater Superintendent, creates and manages work schedules and overtime coverage.
- In coordination with the Wastewater Superintendent, makes recommendations for the annual operating budget and makes recommendations for new capital improvements for the Water Reclamation, Residuals Dewatering, and Effluent Disposal Facilities.
- Prepares and conducts annual employee performance evaluations.
- Schedules, directs, and prioritizes predictive, preventive, and emergency maintenance and repairs.
- Prepares, reviews, and finalizes monthly operating reports, budget reports, regulatory reports, or any other required reports.
- Reads and comprehends technical reports, work orders, and manuals.
- Approves vacation, sick leave, and personal day requests and approves and submits biweekly timesheets.
- Accountable for fulfilling required Florida Department of Environmental Protection (FDEP) classification and staffing needs for Water Reclamation Plant Class A.
- Plans, implements, and leads staff to achieve both short- and long-term project goals.
- Develops and submits for approval the necessary paperwork to procure materials, chemicals, components, services, etc.
- Completes plan reviews for the Water Reclamation Facilities and attends meetings concerning these plan reviews when required.
- Ensures staff keeps accurate CMMS Asset Management records of work performed for follow-up and feedback to customers, contractors, or other IRC departments.
- Confers with Wastewater Superintendent, regulatory representatives, and engineers relative to location and scope of construction affecting the plant and makes recommendations for new facilities, equipment, and facility modifications.
- Participates as a hiring manager as it pertains to the hiring of new water/wastewater personnel
Minimum Qualifications
Education/Experience:
High school diploma / GED supplemented by a minimum of five (5) years of progressively responsible experience relating to the operation, maintenance, and repair of Water Reclamation Facilities demonstrating effective management of the system, personnel, and projects. Previous supervisory experience is preferred.
Licenses, Certifications, or Registrations:
- Must possess a valid State of Florida Driver’s License and have and maintain an acceptable driving record.
- Must possess a valid Class A Certified Operator's License from the State of Florida in wastewater treatment.
Knowledge, Abilities, and Skills:
Knowledge of Federal, State, and County regulations related to Water Reclamation Facility operations.
Knowledge of the proper use, handling, disposal, and safety precautions related to hazardous chemicals.
Knowledge of and skill in methods, materials, and techniques used in the construction, maintenance, and repair of Water Reclamation Facilities.
Knowledge of materials, tools, equipment, and methods commonly used in general advanced activities, particularly in Water Reclamation systems.
Knowledge of various types of pumps and their proper use given certain physical conditions in the daily operation of the Water Reclamation Facilities.
Knowledge of administrative reporting requirements of federal, state, and local regulatory agencies.
Ability to communicate effectively, and establish and maintain harmonious relationships with supervisors, customers, other employees, other departments, other governmental and regulatory agencies, and the public, as needed.
Ability to efficiently handle emergencies and multiple tasks simultaneously.
Ability to accurately read and interpret as-builts, blueprints, diagrams, sketches, construction plans, and key maps of vertical and horizontal utility systems.
Ability to interpret federal, state, and local laws, rules and regulations as they pertain to the construction, repair, operation, and maintenance of Water Reclamation Facilities.
Ability to use a computer in a proficient manner. Accesses and navigates software applications including the County’s GIS Mapping System, VT SCADA, DFS Data Flow, Microsoft Word and Excel to obtain Water Reclamation network information including layout and location, work history, and asset information
