Position Summary
As a key member of the Senior Leadership Team, the Director of Waiver Services provides strategic oversight and operational leadership for Parc Center for Disabilities' Adult Day Training (ADT) and Residential Waiver programs, including Curry Villa and Burkett Villa. Reporting to the Chief Programs Officer, this role is responsible for guiding and supporting program managers to ensure consistent excellence in service delivery, regulatory compliance, and person-centered outcomes for individuals with intellectual and developmental disabilities.
The ideal candidate will be a collaborative leader with effective communication skills, sound financial acumen, and the ability to manage personnel with consistency, accountability, and empathy. This position requires in-depth knowledge of Florida Waiver programs and a demonstrated ability to lead high-performing teams in a dynamic, mission-driven environment.
Essential Responsibilities
- Provide strategic direction and daily oversight for all residential and adult day training programs, ensuring alignment with organizational mission and values.
- Lead, mentor, and support program managers to drive consistency in operations, personnel practices, and service delivery.
- Promote a culture of accountability, continuous improvement, and professional growth within program teams.
- Ensure compliance with all applicable federal, state, and agency regulations (e.g., APD, Medicaid Waiver, Qlarant) and proactively address audit findings and improvement opportunities.
- Develop and manage program budgets for the ADT and group homes, monitoring expenditures and implementing cost-effective strategies.
- Regularly review program outcomes and participant satisfaction to evaluate effectiveness and inform strategic enhancements.
- Foster innovation in service models, incorporating evidence-based practices to improve the lives and independence of those served.
- Collaborate with internal and external stakeholders, including families, providers, and community partners, to strengthen service networks and participant inclusion.
- Ensure timely and accurate documentation related to participant care, staffing, compliance, and incidents.
- Lead or support audit readiness and navigation, including implementation of corrective action plans where necessary.
Requirements
Education, Training and Experience Requirements
- Bachelor’s degree in a human services, education, or healthcare-related field; or have at least a high school diploma and three years relevant experience in working with children, adolescents or adults with disabilities.
- Minimum of 3 years progressive leadership experience in disability services, including direct supervision of staff and program operations.
- Strong interpersonal and communication skills with the ability to lead diverse teams and resolve personnel issues effectively and respectfully.
- Valid Florida Driver’s License and acceptable driving record.
Knowledge, Skills & Abilities

- Knowledge of relevant laws, regulations and standards governing disability services, including Med Waiver, Medicaid, APD, Qlarant and Medication Administration audit processes, regulations, and accreditation requirements.
- Proven ability to implement strategic plans and manage budgets.
- Able to interpret and apply regulatory requirements, providing guidance to program managers on compliance matters.
- Physical demands such as repetitive motion, standing, bending, kneeling, walking, and lifting for extended periods of time.
- Able to safely lift 50 pounds.
- Proficient in Microsoft Office Suite, iConnect, Train.org and other electronic tools and platforms.
Schedule
- Normal business hours are Monday through Friday, 8:00 AM to 5:00 PM. Your schedule may vary depending on business needs and other factors.
- This is an on-site role.
