 Job Duties and Responsibilities:

The Development Manager exercises discretion and independent judgment to direct the firm’s multifamily residential development activities for new construction projects, in collaboration with the Vice President of Development and the broader project team. 

The ideal candidate brings full-lifecycle experience—taking at least one project from early concept through entitlements, financing, and building permit readiness—yet acts as the central orchestrator of forward planning and coordination.

On assigned projects, duties include:

  • Manage internal and external teams during predevelopment, entitlement; oversee project team workspaces (Smartsheets, schedules, budgets, cash flow projections, progress reports).
  • Lead project coordination meetings: set agendas, document decisions, track follow-ups.
  • Manage entitlement and permitting research and preparation, including zoning, general plans, municipal codes, fee analyses, and jurisdictional applications. Lead public outreach efforts, engage stakeholders, and conduct community presentations.
  • Manage consultant contracts: define scopes, track deliverables, oversee performance, review invoices for approval.
  • Assist in maintaining project pro formas, with particular familiarity with the 4% Low-Income Housing Tax Credit (LIHTC) program, layered funding structures, and tax-exempt bonds.
  • Collaborate closely with the Design Manager, who prepares working drawings and documentation required for permitting and construction. Ensure design output aligns with entitlement requirements and financing provisions.
  • Prepare regular project status reports for internal teams and senior leadership; support presentations to investors, lenders, and public agencies as needed.
  • Conduct feasibility studies and produce project development reports.
  • Perform other duties as assigned, contributing to a collaborative, team-based development culture. 

 

COMPENSATION: 150,000 - 155,000 depending on expereince, plus annual bonus eligibility

 

REQUIRED SKILLS, QUALIFICATIONS AND ABILITIES:

  • Bachelor’s degree in business, planning, public policy, real estate, architecture, engineering, or related field.
  • Minimum of 5–7 years of experience in multifamily real estate development, with preference for affordable housing experience.
  • Demonstrated hands-on experience guiding at least one new construction project through all development phases: concept, entitlements, financing, permitting, and building permit readiness.
  • Solid grasp of affordable housing finance, especially 4% LIHTC, tax-exempt bond programs, and layering of public funding sources.
  • Strong entitlement and permitting expertise, with experience engaging municipal agencies, navigating zoning, general plans, and community outreach.
  • Knowledge of environmental review requirements (e.g., CEQA, NEPA).
  • Financial analysis skills and proficiency with pro formas and budgets.
  • Excellent organizational, project management, and stakeholder-engagement skills; adept at managing multiple moving parts in a collaborative team environment.
  • Ability to read and interpret architectural and engineering plans.
  • Proficiency in Microsoft Office Suite and project collaboration platforms like Smartsheets.
  • Excellent verbal and written communication skills, with the ability to present to diverse audiences.
  • Self-motivated, flexible, and detail-oriented, with high ethical standards and a team-first approach.
  • Willingness to travel occasionally, with flexibility for after-hours or weekend work when required.
